Gentlemen: Under the provisions of ordinance No. 31783-A I beg to report the following emergency purchase: A carload of oats has been purchased for the city farm, Warrensville, O., on requisition No. 105-720. This order was placed with Sheets Bros., which company was the lowest and best bidder. The city farm are at present not under contract for oats and it becomes necessary for the purchasing department to buy oats in the open market until harvest at which time they can furnish their own oats. As this division is in a position to unload carload shipments of oats it has been thought advisable to purchase them in this quantity by reason of the better price obtained. The total shipment amounted to 2,048 bushels of No. 3 white recleaned oats at 731⁄2c per bushel, aggregating $1,505.28.
