PATROLMAN-DIVISION OF POLICE Civil service original entrance examination will be held at 9:00 a. m. Saturday, July 21, 1917, for positions of patrolmen in the division of police, department of public safety, at the Spencerian Commercial School, corner Euclid and E. 18th st.

Applicants must not be less than 5 feet 8 inches in height; must weigh not less than 148 pounds, and must be not less than 21 nor more than 33 years of age.

Each applicant will be required to undergo a preliminary physical examination, to be conducted by the medical officer of the division of police, at the Orange ave. municipal bathhouse, 1611 Orange ave., at a time to be later announced by mail to each applicant. Applicants rejected in the physical examination will be disqualified.

The subjects of the examination will include the following: (1) writing; (2) spelling; (3) arithmetic; (4) a written exami

nation consisting of practical questions, which in the opinion of the commission, tend to demonstrate applicant's knowledge of the duties of a patrolman, good judgment and general fitness for the position; (5) an oral examination to be conducted by the members of the commission or by a committee designated for that purpose; (6) muscular strength test.

In case two or more applicants have the same percentages, the person filing application first will receive the advantage.

To the Honorable City Council of the City of Cleveland. Gentlemen:

There has been submitted to me a query in regard to the annexation to the city of Cleveland of a certain strip of land near Kinsma rd. in East View village, the said annexation to be supplemental to the annexation recently authorized by the county commissioners of a part of East View village to the city of Cleveland.

Inasmuch as a period of sixty days must elapse from the time that the transcript is filed in the case of the first annexation aforementioned before proceedings are terminated and the annexed portion has become a part of the city of Cleveland the strip of land which it is contemplated to annex would not, at the present time, be contiguous territory, subject to annexation proceedings and, therefore, it is my opinion that the proceeding to this strip of land should be deferred for a period of sixty days from the time of the receipt of the transcript from the county commission

The Honorable Council of the City of Cleveland,

Cleveland, Ohio. Gentlemen:

Referring to my communication of June 25th, 1917, addressed to your honorable body and pertaining to the right of way from the southerly line of Warrensville farm to Miles ave, and the Erie Railway, will say that my clients will secure title, and give deed to the city of Cleveland, a right of way substantially along the lines indicated upon blue print filed herewith and extending from the southerly line of the city farm, said right of way to be 20 feet in width, excepting at any points where cuts or fills may be required and at such points the right of way shall have sufficient additional width to provide for the increased space required by the cut or fill. Such right of way to be a

part of a proposed street to be constructed

In consideration of the deeding of said right of way to the city of Cleveland there is to be constructed an extension of the present electric line that runs into the city farm from Kinsman rd. so that the same will extend the length of the said right of way and to a point near the land of the Erie Railway at which point a spur from said railroad is to be constructed for the purpose of handling and switching freight cars and transferring same to the track to be constructed on said right of way. The city is to properly construct and maintain said track upon the right of way in question and to operate passenger cars thereon from Miles ave, to Kinsman rd. hourly to meet the regularly scheduled from the line of the Cleveland & Chagrin Falls Railway Company; the fare not to exceed five cents for a ride over the entire land and not to exceed three cents for riding from Emery rd. to Miles ave., or Emery rd. to Kinsman rd. Passenger cars are to stop to receive or discharge passengers at street intersections now existing or such street intersections as may hereafter be opened up on the land adjacent to the said right of way.

The grantor to be given the right to construct at its own expense connecting spurs or switches at such points as may be desired for the purpose of transporting building or other materials to land owned by grantor. The grantor and his assigns to be permitted to use said track placed upon said right of way to transfer freight cars to the lands of grantor and assigns, on condition that all expense therefor, including reasonable charge for handling and switching cars from the spur at the right of way of the Erie Railway. Freight cars are not to be operated over said right of way on Sunday. After the property adjacent to said proposed right of way has been developed for residential purposes, freight cars shall not be operated over said right ofway between the hours of 9 o'clock a. m. and 9 o'clock p. m.

Supplementing my letter of July 2nd, in which I extended an invitation to your honorable body to visit our telephone exchanges, may I have the pleasure of again renewing this invitation and to give you herein some further information upon the general problem of fur-nishing telephone service in Cleveland.

This company is now completing 18.000,000 local connections and 100,000 long distance connections each month, which represents an increase of 75 per cent during the period of the past eighteen months.

It is, of course, difficult to realize the large construction operations involved in taking care of this unprecedented growth, but in a trip throughout the city and an inspection of our exchanges and outside construction, one can certain

There is very little to say in this respect. The ordinance originated through the effort of several influNo public hearings were held by the city council prior to the passage of same. It was first passed on Monday night, April 16th, substantially the same in form as it finally adopted, except that it provided for a fine of $500 and the mayor sent it back to the council because that body under the statutes of the charter had no right to impose a fine in such cases of more than $300 and therefore, the ordiwas amended and re-passed on April 30th, by a vote of 7 to 2. The labor union element did not openly oppose the ordinance but of the two dissenting votes cast, one was that of a councilman who is a member of the typegraphical union and the other a union labor sympathizer who is in the saloon busiThe ordinance was duly signed by the mayor and is now in full force and effect and we cannot see how any self-respecting, lawabiding citizen in any community, would oppose an ordinance of this kind, which imposes no hardship upon any patriotic citizen.
