The regular session of the board of control was called to order by Director Bernstein at 10:00 a. m., Friday, July 27th, 1917.

Present: Directors Bernstein, Beman, Sprosty and Farrell.

Absent: Mayor Davis, Directors FitzGerald and Neal.

The minutes of the previous meeting were approved as presented and on motion of Director Bernstein the following resolutions were adopted:

Resolved, by the board of control, that contract No. 11736, with F. A. Skeel, amounting to approximately $3,850.00, covering the erection and completion of a comfort station in Sterling park, be and the same is hereby approved.

Resolved, by the board of control, that resolution No. 4279, adopted March 26, 1917, fixing the number, salaries and bonds of positions in the department of public service, division of markets, be and the same is hereby amended by striking out "1 superintendent of storage at $1,500.00 per year, bond $1,000.00," and inserting in lieu thereof "1 superintendent of cold storage, TG-3A, at $1,800.00 per year, bond $1,000.00;" and

Be it further resolved, that this resolution shall relate back to and be effective from and after July 15, 1917.

of the city of Cleveland, state of Ohio, that the director of public welfare be and he is hereby authorized and directed to enter into contract with the American Steam Conveyor Company for ash conveyor with the necessary equipment for handling ashes as

their bid submitted July 17th, 1917, for the division of city hospital, department of public welfare in the sum of one thousand one hundred and eighteen dollars ($1,118.00). File No. 4786.

Resolved, by the board of control of the city of Cleveland, state of Ohio, that the director of public welfare be and he is hereby authorized and directed to enter into contract with the Brown Hoisting Machinery Company for a one ton monorail system with the necessary equipment for handling coal as per their bid submitted July 24, 1917, for the division of city hospital, division of charities and correction, department of public welfare in the sum of seven thousand four hundred and twenty dollars ($7,420.00).

Resolved, by the board of control that the director of public welfare be and he is hereby authorized and directed to enter into contract with Warden & Leese, the lowest and best bidder, for the erection and completion of the plumbing equipment for the school building and three cottage ward buildings of the tuberculosis sanatorium, Warrensville, O., the cost amounting to approximately $9,135.00. in accordance with their bid of July 5th, 1917, and revision.

Resolved, by the board of control that the director of public welfare be and he is hereby authorized and directed to enter into contract with The Electric Construction & Sales Company, the lowest and best bidder, for the erection and completion of the electrical equipment for the school building and three cottage ward buildings of the tuberculosis sanatorium, Warrensville, O., the cost amounting to approximately twelve hundred and fifty ($1,250.00) dollars, in accordance with their bid of July 5th, 1917, and revision.

Applications and full information covering the following examinations may now be obtained at the office of the civil service commission, 414 City Hall. Applications should be obtained as soon as possible, and must be filed by applicant in person at that office not later than 12

o'clock noon of the seventh day preceding the date of the examination.

Until further notice all examinations will be held at the examination room, second floor old Court House (Public Square).

SENIOR INSPECTOR OF PUBLIC WORKS, IW-2, Division

OF STREETS

Civil service promotion examination will be held at 9 a. m. Thursday, August 2, 1917 for the position of senior inspector of public works in the division of streets. Salary- $1,200.00 per annum.

This examination is restricted to civil service employees holding positions of inspector of public works, IW-1, (formerly inspector of street openings), in the division of streets.

The subjects of the examination will include the following: (1) A written examination consisting of practical questions relating to the duties of the position; (2) An oral examination to be conducted by a committee of experts designated for that purpose; (3) Experience as an inspector, and seniority and record in the department verified to the satisfaction of the commission will be considered and given a weight as a subject of the examination.

Duties: The incumbent of this position assigns inspectors to the various jobs, and personally supervises their work; decides all questions as to street openings and refills, and issues orders for repaving work when openings are ready for same.

GENERAL FOREMAN OF SHOPS, TF-2, DIVISION OF FIRE

Civil service examinations will be held at 9:00 a. m., Monday, August 6, 1917, for the position of general foreman of shops, TF-2, in the division of fire.

Salary $1,800.00 per annum.

The subjects of the examination will include the following: (1) An oral examina

tion and practical test to be conducted by an examining committee of experts, designated by the commission, to determine the relative qualifications of candidates to perform the duties of the position hereafter describe1; (2) The commission may in its discretion include a written examination consisting of practical questions relating to said duties; (3) Experience tending to qualify applicants to perform the duties of the position, verified to the satisfaction of the commission.

Duties and Qualifications: The incumbent of this position will have entire charge and control of the repair shop in the fire department, with a proposed organization of 15 mechanics and helpers, and will be responsible for the repairs of motors, fire apparatus and other equipment of the department. He must be a practical machinist, experienced in the above specified work, and competent to supervise a repair shop.

COAL FOR GARBAGE REDUCTION
PLANT

Sealed proposals will be received at the office of the commissioner of purchases and supplies, room 219, city hall, untii 12 o'clock noon( castern standard time), August 17. 1917. for coal for the garbage reduction plant, and will be opened immediately thereafter in room 305 city hall.

Specification and bidding blank may be obtained at the office of the director of public service, room 314 city hall.

No proposal will be entertained unless made on the blank furnished by the director of public service and delivered at the office of the commissioner of purchases and noon 12 o'clock supplies previous to the day specified. The city reserves the right to reject any or all bids.

TRANSFORMERS FOR THE DIVISION OF LIGHT AND HEAT Sealed proposals will be received at the office of the commissioner of purchases and supplies, city hall, Cleveland, O. until 12 o'clock noon eastern standard time, August 21, 1917. for transformers for the division of light and heat and will be opened and read in room 305 city hall, immediately thereafter.

Each bid must be made in accordance with the specifications which may be ohtained by applying to the office of the division of light and heat, room 204, city hall.

No proposal will be entertained unless made on the blanks furnished by the divi

At a meeting of the city plan commission held Monday July 30, the following resolution was adopted:

"Resolved that the city plan commission, believing that the construction of the proposed Baltimore & Ohio Railroad Company's warehouse and freight terminal would be a valuable public benefit, endorses Ord. No. 44759-A. Respectfully yours,

Referring to council resolution No. 44980, adopted July 16, 1917, requesting that a copy of the city payrolls for the month of June, 1917, be included in the new classification of the municipal service, beg to advise that the civil service commission are unable to comply with said request for the following reasons:

First, the printing of 300 copies of the classification was contracted for and the work started a week prior to the adoption of said resolution.

Second, the classification is a permanent system, in accordance with which all municipal positions in the classified service are divided into designated classes, groups and grades with specifications as to the duties and classification of each, and fixing salary limits therefor. It relates only to positions and not to the encumbents thereof. It is extremely desirable that the printed copies of the classification be as concise as possible, for the reason that they will be in continuous use in all departments of the service and should be convenient for ready reference. Moreover, the new classification not having as yet been installed, the current payrolls do not designate employees thereon by their new titles and classifications: hence the two are not so related as
