Sec. 4. That all claims for damages by reason of said improvement shall be adjudged after the completion of the same.

An ordinance determining to proceed with the construction of a sewer and its appurtenances in E. 97th pl., between Elwell ave. S. E. and point 197 feet north and to assess a tax therefor, as per estimated assessment No. 2797.

Whereas, the board of revision of assessments has reported to this council the necessity for this improvement and recommended the estimated assessment report No. 2797 on the 16th day of July, 1917, after due consideration and public hearing; and

Whereas, the director of public service has fixed 30 years as the estimated life of this improvement;

therefore

Be it ordained by the council of the city of Cleveland, state of Ohio, three-fourths of all members thereof concurring:

Section 1. That it is hereby determined to proceed with the construction of a vitrified pipe sewer and its necessary appurtenances in E. 97th pl., between Elwell ave. S. E. and point 197 feet north, pursuant to a resolution adopted by the council on the 14th day of May, 1917, and that for the purpose of paying the cost and expense thereof there is hereby levied a special tax upon the several lots and parcels of land designated in, and in accordance with estimated assessment No. 2797 as made for that purpose and reported to this council by the board of revision of assessments on the 16th day of July, 1917, and which 'was made on the basis of special benefits conferred by said improvement, on the several lots and parcels of land therein described.

Whereas, the director of public service has fixed 15 years as the estimated life of this improvement; therefore

Be it ordained by the council of the city of Cleveland, state of Ohio, three-fourths of all members thereof concurring:

Section 1. That it is hereby determined to proceed with the improvement of E. 119th st., between Kinsman rd. S. E. and Union ave. S. Resolution favoring the extension to Miles ave. and the Erie Railway of the present electric railway line running from Kinsman rd. to the tuberculosis sanatorium in the Warrensville farms.

Whereas, on the 9th day of July, 1917. in a communication addressed to the council of the city of Cleveland, S. R. Briffield, et al., offered to deed to the city of Cleveland the right of way from the southerly line of Warrensville farms to Miles ave. and the Erie Railway upon condition that the city of Cleveland extend to said Miles ave. and the Erie Railway the present electric railway line running from Kinsman rd. to the tuberculosis sanatorium in Warrensville farms.

Be it resolved by the council of the city of Cleveland, state of Ohio: That said extension of said electric railway line upon the conditions set forth in the preamble of this resolution to be and the same is hereby favored.

the city of Cleveland shall pay the cost of grading the land conveyed for park and boulevard purposes, and that said grading and other improvements shall be completed before and during the year of 1917.

Whereas, The Cranwood Estates Company desires to have a portion of said boulevard graded at once, and are willing to advance money for the cost of said grading;

Whereas, the city of Cleveland has at present no funds appropriated for paying the cost of said grading; now, therefore, be it

Resolved, that it is the sense of this council that cost of grading the portion of East blvd in the Cranwood Park allotment between Maplerow ave. and a point about 600 feet southerly thereof in the said Cranwood parkway, shall be reimbursed to the said Cranwood Estates Company as soon as the city of Cleveland shall have provided the necessary funds to pay said cost; the said sum to be paid by the city of Cleveland not to exceed four thousand ($4,000) dollars, and shall be determined in accordance with the bills rendered for the doing of said work, and approved by the director of public service. Adopted July 16, 1917.

Whereas, on account of the increase in traffic in down town streets the problem of the construction of down town terminal subways should receive immediate study; and

Whereas, it is desirable before any action be taken by council, looking toward the expenditure of vast sums of money that will be required for the construction of adequate terminal subways, that there be available information as to plans and costs; and

Whereas, it is provided by section 83 of the charter that "The director of a department, with the approval of the mayor, may appoint a board composed of citizens qualified to act in an advisory capacity to the commissioner of any division under his supervision:" now. therefore

Be it resolved by the council of the city of Cleveland: That the director of public service, through the office of the commissioner of engineering and construction, he requested to have made a complete study of down town terminal subways which will include general plans and estimates of costs, which study may be made by the city engineer with such expert assistants as it may be necessary to employ and with such advice as he may obtain from an advisory board which may be appointed in accordance with section 83 of the charter: and

Be it further resolved. that the director of public service be requested to report to the council the result of this study at the earliest possible time.
