To the Honorable Council of the
City of Cleveland.
Gentlemen:

Pursuant to your request as contained in resolution No. 44320, passed by your body on May 28th, 1917, I hand you herewith a financial statement as contemplated under the terms of the Terrell Bill No. 232, passed by the General Assembly of the state of Ohio on March 21st, 1917.

This statement concerns the cash receipts and cash disbursements of the general fund from January 1st, 1917 to July 1st, 1917, and covers the period which is contemplated by the Terrell law.

From this statement it will be seen that the city has operated within the amount of its receipts during the first half of 1917. The only amount of deficiency loans outstanding as of July 1st, 1917, is the issue of $1,500,000, which deficit accumulated during the years 1913, 1914, and 1915.

enacted in Senate Bill No. 232 are such that it is putting a burden upon the city to take advantage of its terms and change its floating debt from short time certificates of indebtedness into long time bonds.

At present we are carrying this debt and merely providing the interest from the general fund, whereas, if this debt was placed in the shape of bonds as contemplated under the Terrell act, not only would the interest have to be taken care of but a sufficient amount for sinking fund purposes would also have to be provided from the general

funds.

It is common knowledge at the present time that the city needs all the revenues it can secure without such revenue being encroached upon any more than is absolutely necessary. If long time bonds were issued as provided in this act, for twenty years the people would be compelled to pay for deficits created in the past years. Both the present administration of the city and your honorable body were willing to meet this matter in another way and requested the governor at the time the legislature was in session. The present generation should, of right, be compelled to increase tax levies or create a special levy to take care of this shortage within the present and not put it off into the future.

Under the terms of the Terrell Law, which by the way was enacted and became a law after your honorable body had appeared before the legislature both in person and by resolution, advocating the enactment of a law which would give real financial assistance to the cities of the state, any deficiency that exists up to July 1st, 1917, can be placed in the shape of bonds, the life of which shall not exceed twenty years by a majority vote of the people. I beg to advise you that late this day there was filed with me a petition said to contain a sufficient number of names, which petition will require the submission to the electors of the city of Cleveland of a proposed amendment to Section 196 of the city charter.

Section 196 of the charter at present provides an eight hour work day "for workmen engaged on any public work carried on or aided by the municipality, whether done by contract or otherwise."

The proposed amendment would extend the eight hour day provision to-"any city employes of the city of Cleveland in the classified service thereof."

I have not had time since the filing of the petition to pass upon its sufficiency. This will be done during the current week.

If the petition proves sufficient and if the council takes final action thereon at its next meeting, September 4th, then the proposed amendment will be submitted to the electors at the regular election next November.

If the petition proves sufficient and the council does not take final action at its next meeting on September 4th, then the proposed amendment must be submitted at a special election to be held within 120 days after final action by council.

It is hereby declared to be essential to the interests of the city of Cleveland that a rapid transit commission with the powers and duties prescribed 4000-16 to in 4000-28 of the general sections code of Ohio, and to be known as the board of rapid transit commissioners of Cleveland, be appointed by the mayor.

that this ordinance shall take effect further ordained and be in force at the earliest period allowed by law."

Dear Sirs:

Referring to resolution No. 44558A, requesting that I report as to the advisability of appointing police

women, I wish to say that the great need in the police department at this time is men, to patrol beats, regulate traffic, guard public buildings, and do general patrol duty.

While there is no doubt but that police women could be used to a very good advantage work, yet, at this time the necessity in welfare for this kind of work is not so great as for able-bodied mands for patrolmen to safeguard men. The dethe streets and parks and also to regulate rapidly are so great at the present time that increasing traffic I think it would be inadvisable to appoint any police women.
