Duties: The incumbent of this position assigns inspectors to the various jobs, and personally supervises their work; decides all questions as to street openings and refills, and issues orders for repaving work when openings are ready for same.

Gentlemen:

In response to resolution file No. 45179, requesting a report on the advisability and feasibility of utilizing the space on the site of the new convention hall for temporary garage purposes, I beg to inform you that the contract for the excavation of 70 per cent of the entire area has been let and will begin on Monday, September 10th, 1917. While the present contractor who is installing the drainage sewer will require sufficient space for executing his work, additional space will be needed by the excavating contractor and likewise space must be allowed the steel and foundation contractors for the operation of their work. This latter work is expected to begin within a few months.

Considering the conditions that will exist there within the nexe few weeks, it will be seen that every available foot of space will be taken up for the operation and progress of the work.

From the above report it can be seen that the total number of railroad crossings now existing at the grade of intersecting streets, and not provided for by legislation which the city council has already enacted, is ninety, and estimated to cost $19,700,000.00. The exact proportion

which the city must bear in this total amount cannot be definitely established at this time, as in connection with such work the railroad company has certain obligations under existing franchises. Approximately, however, the city's

portion of the cost can be taken as 35 per cent of the total, which amounts to $6,895,000.00.

The city may also find that it is obligated to assume part of the cost of the work herein estimated under the heading of "spur or branch tracks." The amount of such obligation also cannot well be established at present.

It is hereby declared to be essential to the interests of the city of Cleveland, that a rapid transit commission, with the powers and duties prescribed in Section 4000-16 to 4000-28 of the general code of Ohio, and to be known as the board of rapid transit commissioners of Cleveland, be appointed by the mayor.

Sec. 2. Be it further ordained that this ordinance shall take effect and be in force at the earliest period allowed by law."

sections 50 and 52, both inclusive, of the Cleveland City Charter.

The committee of the petitioners .hereby requires and directs that the proposed ordinance be submitted in its original form to a vote of the electors of the city of Cleveland and for that purpose and in accordance with sections 56 and 57 of the Cleveland City Charter, the committee hereby certifies that the proposed ordinance is in words and figures as follows:

"AN ORDINANCE

to provide for the appointment of a rapid transit commission.

Be it ordained by the people of the city of Cleveland, state of Ohio, That:
