FOREWORD

THE study of Civics, as the study of one's social relationships instead of merely the framework of government, has won a place in every course of study which seeks to prepare boys and girls for actual living. The chief differences in opinion or policy now seem to concern its place by year or grade. For those who can give a full year's work to the subject in the upper junior high school or lower senior high school grades, this book has been particularly prepared.

The effort is made here to deal with every topic of importance which is treated in the author's earlier "Community Civics" and "Economic Civics." In introducing the study he has emphasized more clearly the sociological viewpoint, if it is proper to use so formal a word in as simple a treatment as this book seeks to give. Whether particular topics are sociological, economic, or political, however, they are linked together as essential parts of citizenship and social living. The author believes that sometimes reformers have gone too far in getting away from the study of formal government. The essential facts about the form of government, how it works, and what it does, are exceedingly important, and in this book they are given due emphasis.

Features of the author's earlier textbooks, which teachers and pupils have found helpful, are retained, such as questions for thought inserted in the text itself, illustrations which actually illustrate the text, and special topics for individual project study or class investigation.
