Painting, two thousand two hundred fifty dollars; porches, one thousand eight hundred dollars; pantry, five hundred dollars; west basement and lower kitchen, seven hundred fifty dollars; cement walks, three hundred dollars; repairs on nursery cottage, six hundred fifty dollars; addition to hospital, five hundred dollars; furniture and carpets, one thousand dollars; green house, three hundred dollars: Provided, That if the amount designated in this section for any one of the purposes stated be insufficient to complete the work or purchase, any surplus remaining after the completion of the other work or purchase specified in this section, may, by obtaining the consent of the State Board of Corrections and Charities and Auditor General in writing before any expense in excess of the specific appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent of this proviso being to make the entire eight thousand fifty dollars available for the purposes stated herein, if in the judgment of the State Board of Corrections and Charities and Auditor General it is deemed advisable to make the transfers for which provision is hereby made: Provided further, That the board of control of said school may obtain money under this section before June thirtieth, nineteen hundred thirteen, in such amounts as it may by requisition certify to the Auditor General are necessary for immediate use, which amounts thus advanced shall be deducted from the total amount appropriated when the appropriation becomes available.

SEC. 3. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the State Public School at such times and in such amounts as the general accounting laws of the State provide, and the disbursing officer shall render his accounts to the Auditor General thereunder.

SEC. 4. The Auditor General shall incorporate in the State tax for the year nineteen hundred thirteen, the sum of fiftyfour thousand fifty dollars, and for the year nineteen hundred fourteen, the sum of forty-six thousand dollars, which amounts when collected shall be credited to the general fund to reimburse the same for the moneys hereby appropriated. This act is ordered to take immediate effect. Approved May 6, 1913.

AN ACT making appropriations for the Western State Nor mal School for current expenses and for building and special purposes for the fiscal years ending June thirty, nineteen hundred fourteen, and June thirty, nineteen hundred fifteen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated for current expenses for the Western State Normal School for the fiscal year ending June thirty, nineteen hundred fourteen, the sum of one hundred ten thousand dollars, and for the fiscal year ending June thirty, nineteen hundred fifteen, the sum of one hundred ten thousand dollars.

SEC. 2. The further sum of one hundred thirty-four thous s and five hundred dollars is hereby appropriated for said institution for the fiscal year ending June thirty, nineteen hundred fourteen, for purposes and in amounts as follows: For the erection of a science building, seventy-five thousand dollars; for the equipment of a science building, ten thousand dollars; for manual training equipment, five thousand dollars for the tinting of walls, five hundred dollars; for ventilating system for main building, four thousand dollars; for the erection of a central heating plant, forty thousand dollars.

SEC. 3. It is hereby provided that if the several amounts T designated in section two of this act, for any one of the purposes stated, be insufficient to complete the work or purchases, any surplus remaining after the completion of the other work or purchase specified in said section, may, by obtaining consent in writing of the State Board of Correc tions and Charities and the Auditor General, before any expense in excess of the specified appropriation is incurred, be used in the account or accounts where such deficiency seems unavoidable, the intent of this provision being to make the entire one hundred thirty-four thousand five hundred dollars available for the purposes stated in said section.

SEC. 4. The several sums appropriated by the provisions of this act shall be paid out of the general fund in the State treasury to the treasurer of the State Board of Education, at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his account to the Auditor General thereunder.

SEC. 5. The Auditor General shall incorporate in the State tax for the year nineteen hundred thirteen, the sum of two hundred forty-four thousand five hundred dollars, and for

the year nineteen hundred fourteen, the sum of one hundred
ten thousand dollars, which amounts when collected shall
be credited to the general fund to reimburse the same for
the moneys hereby appropriated.

This act is ordered to take immediate effect.

AN ACT making an appropriation for the Mackinac Island State Park and for the Michilimackinac State Park for various purposes for the fiscal years ending June thirty, nineteen hundred fourteen, and June thirty, nineteen hundred fifteen, and to provide a tax to meet the same.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated from the general fund, to the Mackinac Island State Park fund, the sum of eight thousand three hundred seventy-nine dollars sixty cents for the fiscal year ending June thirty, nineteen hundred fourteen, and the sum of eight thousand three hundred seventy-nine dollars sixty cents for the fiscal year ending June thirty, nineteen hundred fifteen, from any moneys in the State treasury not otherwise appropriated, to be used for general improvements in and about the Mackinac Island State Park, under the direction and supervision of the Mackinac Island State Park Commission: Provided, That the Mackinac Island State Park Commission may obtain money under this section before July one, nineteen hundred thirteen, in such sums as it may by requisition certify to the Auditor General are necessary for immediate use, which sums, when advanced, shall be deducted from the amount appropriated for the fiscal year ending June thirty, nineteen hundred fourteen, when the appropriation becomes available: Provided further, That five per centum of the amount hereby appropriated shall be expended in each of the years mentioned, upon the Michilimackinac State Park, under the direction of the Mackinac Island State Park Commission.

SEC. 2. The appropriation made by section one of this act shall be paid out of the State treasury to the treasurer of the Mackinac Island State Park Commission at such times and in such amounts as the general accounting laws of the State prescribe, and the disbursing officer shall render his accounts to the Auditor General thereunder,

The further sum of one hundred one thousand dolSpec lars is hereby appropriated for the fiscal year ending June Pu thirty, nineteen hundred fourteen, for purposes and by amounts as follows: For agriculture and general science building, the sum of seventy thousand dollars; for enlarging present heating and power plant, installing two new boilers, exchanging present engine and dynamo for an outfit of greater power and capacity, and connecting proposed agriculture and general science building by means of conduits with heating and power plant and putting in necessary radiation and ventilation apparatus, the sum of fifteen thousand dollars; for equipping agriculture and general science building, the sum of fifteen thousand dollars; for building two fire escapes, one thousand dollars.

SEC. 3. AN ACT to prohibit misrepresentation and twisting of life insurance policies by life insurance companies, their officers, agents, or by any other person, firm, association or corporation, to provide for a hearing for persons accused of violating the law and the revocation of certificates of authority, and repealing act number one hundred eightyfive of the Public Acts of nineteen hundred seven, as amended by act number two hundred five of the Public Acts of nineteen hundred eleven.

The People of the State of Michigan enact:

SECTION 1. No life insurance company, or any officer, director, agent, broker or solicitor thereof, shall issue, circulate or use or cause or permit to be issued, circulated or used, any written or oral statement, or circular misrepresenting the terms of any policy issued or to be issued by such company, or misrepresenting the benefits or privileges promised under any such policy, or estimating the future ent to dividends payable under any such policy. No insurance company, officer, director, agent, solicitor or broker, or any person, firm, association or corporation shall make any misrepresentation or incomplete comparison of policies, oral,
