SEC. 1188. The general control of said institution shall be vested in a board of trustees, to be composed of the Governor of the State, who shall be ex officio president of the board, the superintendent of the institution, and five members to be appointed by the Governor, by and with the advice and consent of the Senate. Said board is hereby declared to be a body politic and corporate in deed and in law, and shall have full power to sue and be sued, to make contracts, and to acquire and hold by purchase or donation any real or personal estate, as may be necessary for the uses of said institution. The domicile of said corporation is established at Baton Rouge, and the vice president of the board shall be the officer upon whom all legal process shall be served to bind said board.

SEC. 1189. The first meeting of the board of trustees shall be held at such time and place as may be fixed by the Governor, and they shall at said meeting elect a superintendent for the institution, a vice-president of the board, a treasurer, and such other officers as may be necessary for the proper organization and management of the institution.
