This edition of "Laws Governing Marine Inspection", CG-227, supersedes the previous edition dated March 1, 1965. Unlike the previous edition, it does not contain the text of the 1960 Safety of Life at Sea Convention (1960 SOLAS), since the new International Convention for the Safety of Life at Sea 1974 is in the process of being ratified. Those persons having a need for the 1960 SOLAS should therefore retain the 1965 edition until that Convention is superseded.

The Commandant of the Coast Guard is required by law (46 U.S.C. 492) to furnish copies of Title 52 of the Revised Statutes, laws dealing with vessel inspection and safety. To fulfill the intent of that requirement it has been necessary to incorporate in this publication a large body of related laws which over the years have supplemented the original statues. Title 52, sections 4399-4500, of the Revised Statutes is now codified as 46 U.S.C. 170, 214, 215, 222, 224, 224a, 226, 228, 229, 230-234, 239, 240, 361, 362, 364, 372, 375, 391, 391a, 393, 399, 400, 402-414, 416, 435, 436, 451-453, 460, 461, 462, 467, 470, 471, 473, 477-482, 489, 491498.

The text of this volume is excerpted from the current edition of the United States Code, and is presented in numerical sequence by U.S. Code title and section. The Code itself is edited from time to time to reflect any reorganization of responsibilities among agencies which has occurred subsequent to the passage of the laws. In some sections obsolete references to agencies remain, and in these instances footnotes have been added to show the transfer of functions.

Users should be aware that the full impact of these laws cannot be recognized without a knowledge of the specific agency regulations developed to implement them. Regulations dealing with marine inspection and navigation are issued by the Commandant of the Coast Guard and are published in Title 33 (Chapter I) and Title 46 (Chapters I and III) of the Code of Federal Regulations. Local Coast Guard Marine Inspection or Marine Safety Office personnel may be consulted to determine which parts of the regulations apply to particular types of vessels or operations, and for information on the source and availablity of the pertinent regulations.
