WASHINGTON, February 28, 1905.

By direction of the President, under the provisions of section 36 of an act of Congress approved February 2, 1901, companies of the Philippine Scouts as hereinafter designated are formed into battalions of infantry, and the captains of the line hereinafter named are selected and detailed as majors to command the battalions thus organized, respectively:

The 12th, 14th, 26th, and 28th Companies to form the 2d Battalion, under command of Major Samuel D. Rockenbach, detailed from captain, 12th Cavalry;

The 13th, 22d, 29th, and 45th Companies to form the 3d Battalion, under command of Major George B. Duncan, detailed from captain, 4th Infantry;

The 43d, 44th, 48th, and 49th Companies to form the 4th Battalion, under command of Major Lorrain T. Richardson, detailed from captain, 22d Infantry;

The 15th, 16th, 21st, and 23d Companies to form the 5th Battalion, under command of Major Stephen M. Kochersperger, detailed from captain, 2d Cavalry;

The 1st, 5th, 35th, and 37th Companies to form the 6th Battalion, under command of Major Franklin S. Hutton, detailed from captain, 12th Infantry;

The 11th, 17th, 31st, and 32d Companies to form the 7th Battalion, under command of Major Robert W. Mearns, detailed from captain, 20th Infantry.

The commissioned and noncommissioned staff of each battalion will consist of

One 1st lieutenant, Philippine Scouts, adjutant;

One 2d lieutenant, Philippine Scouts, quartermaster and commissary;

I--Paragraph II, General Orders, No. 158, War Department, September 30, 1904, is hereby amended to read as follows:

II. The following is published to the Army for the information and guidance of all concerned:

As the rooms furnished to officers serving as quartermasters, commissaries, and surgeons of army transports can hardly be regarded as an adequate provision of quarters to which such officers are entitled under the Regulations, such officers will hereafter be furnished their allowance of quarters in kind ashore when available, and when quarters are not available commutation in lieu thereof will be paid. II--Under the provisions of paragraph 220, Army Regulations, the post of Fort Des Moines, Iowa, is hereby designated to display the garrison flag, in addition to the posts so designated on page 23 of General Orders, No. 103, War Department, June 15, 1904. [973562, M. S. o.]

WAR DEPARTMENT, WASHINGTON, March 2, 1905.

In order to fix more definitely the accountability for thermometers and hygrometers for use in connection with the ventilation of magazines containing powder at seacoast fortifications, such property now on hand will be transferred and hereafter issued and accounted for as follows:

All thermometers and hygrometers for use in connection with the ventilation of magazines now on hand and borne on Engineer Department and Signal Corps property returns will be transferred to the Ordnance Department and in future these instruments will be issued only by the latter department. This is not to interfere with the issue of Signal Corps instruments issued for other purposes to seacoast fortifications. Artillery district commanders will cause their district artillery engineer and signal officers to make these transfers to the district ordnance officers on regular invoices and receipts, and in future requisitions for these instruments for the use stated and to carry out the provisions of Artillery Memorandum, No. 4, War Department, December 20, 1904, will be made upon the Ordnance Department only.
