The Board of Gas and Electric Light Commissioners respectfully submits its twenty-third annual report.

The Board has now under its supervision one hundred and forty-three companies, and the gas and electric light plants of twenty-one towns and three cities. Fifty of the companies are engaged in the supply of gas only, sixty-eight supply only electricity and twenty-five supply both gas and electric light. Of the municipalities, four have plants for the supply of both gas and electricity; the others supply only electricity.

The following table gives the names of companies chartered under the general law during the year 1907, with gas or electric lighting powers, with the location and the amount of capital of each, as stated in their charters:

None of these companies have yet applied to this Board for approval of an issue of stock.

The Connecticut River Power Company is organized for the purpose of “buying, generating, manufacturing, transmitting, selling and in every fashion dealing in electricity for power, and in general engaging in and conducting the business of an electric power company within the Commonwealth.”

The purpose of the Consumers' Electric Company is declared to be “ manufacturing, transmitting and selling heat, power

and electricity, and owning and controlling stocks and securities of other companies engaged in a similar business."

The Westfield River Power and Light Company is chartered for “ developing water power for the production of electricity,
