ordain, amend and repeal all such ordinances, by-laws and ordiand public regulations, not contrary to the laws of this State, as may be necessary to carry into effect the powers given to said trustees by this act, and enforce observance of all rules, regulations, resolutions, ordinances and by-laws made in pursuance of this act, by Penalties imposing penalties on any person or persons or corpora- tion tions violating the same, not exceeding in any one case of violation, one hundred dollars, to be recovered with costs in a civil action in any court having cognizance thereof. § 5. The president of said village, the trustees, and each of them, or any of the police, shall have constables power and are hereby authorized, at any and all times, to arrest or cause to be arrested, with or without process, all persons who shall sell strong or spirituous liquors and wines within the limits of said village contrary to law, all habitual drunkards, all persons found intoxicated in the streets of said village, or engaged in quarrelling and fighting, or immoderate riding or dri ving, or doing anything calculated to injure or endanger persons or property in any of the streets of said village, Who to be in addition to those persons enumerated in the first section of title fifth, chapter twentieth of the first part of the Revised Statutes, all of whom shall be deemed disorderly persons; and the said officers shall have power, with or without process, while in pursuit of such disorderly person, to enter or cause to be entered, any building or place within the limits of said village, and arrest or cause to be arrested any such disorderly person or persons and shall take them forthwith before the police justice of said village, to be dealt with according to the provisions of this act. § 2. The assessors of the town of Yonkers shall be the assessors of the village of Yonkers, and also for the several boards of education within said town. least of said assessors shall reside within the limits of the said village. its of said village, and also to the respective boards of education in said town, a true, correct and certified copy of the assessed valuation or appraisement made by them of all their property, both real and personal, liable by law to taxation, and lying and located within the limits of the respective school districts of said boards of education. In said assessed valuations or appraisements so delivered as aforesaid, all the real estate within the limits of said village or district shall be clearly designated by the street and location on said street, and by the quantity of land, as nearly as the same can reasonably be ascertained. The said assessors shall also perform all and singular the several duties heretofore required by law of the assessors of said village. The assessments or appraisements hereinbefore provided to be delivered, shall be exact copies of the assessed valuations or appraisements adopted by the assessors for the levying of State, county and town taxes, and shall be severally adopted by the said board of trustees and by the boards of education of the several school districts, as the assessed valuation upon which the taxes authorized by law to be raised, Correction shall hereafter be levied and imposed. The trustees of said village, however, and the board of education of cach school district, on receiving from said assessors such copy of the assessment roll, shall have the power, in their discretion, to correct any palpable and manifest error they may find therein; as where property taxable in said village or district is erroneously taxed elsewhere, or where property taxable elsewhere is erroneously included in said roll, or where there has been a change of ownership since the assessment; but they shall have no power to make a new assessment of property already appraised by said assessors. §3.
