Moved, That the first Resolution of the House of the 24th July, 1860-" That in all Con- tracts extending over a period of years, and creating a public charge, actual or prospec- tive, entered into by the Government for the Conveyance of Mails by Sea, or for the purpose of Telegraphic Communications be- yond Sea, there should be inserted the con- dition that the Contract shall not be binding until it has been laid upon the Table of the House of Commons for one Month without disapproval, unless, previous to the lapse of that period, it has been approved of by a Resolution of the House," be read and re- scinded; and in lieu thereof, that it be re- solved -
