REPORT.

To the Honorable the General Assembly of the State of Rhode Island, at its January Session, A. D. 1878:

The State Board of Pharmacy, in compliance with the Act for regulating the sale of Medicines and Poisons, respectfully present this their eighth annual report "upon the condition of pharmacy, together with a list of all persons registered as pharmacists and assistant pharmacists."

Upon the condition of pharmacy the board have little change to report. The continued depression of all branches of trade in the State has borne with great severity upon the pharmacists. The heavy tax assessed by the General Government upon alcohol, together with the stamp tax, although in theory supposed to be borne by the consumer, is in fact an onerous tax upon the business of the pharmacist. All these combined have as a consequence prevented any movements for the advancement of pharmacy.

The number of registered pharmacists and assistant pharmacists remain about the same as last year. Those who have been registered during the year have taken the places made vacant by failures, removals and death.

The manufacture and sale of weak and adulterated medicines by grocers and others continues to be a grievous cause of complaint. The attention of the prosecuting authorities has from time to time been called to it, but the traffic still continues. And the passage of a law, asked for by petitioners to your honorable body, for the appointment of an inspector of adulterations of food, medicines and liquors, would tend in a great measure to suppress the iniquitous business.

The board have held their regular monthly meetings at their rooms for the transaction of business and the examination of applicants for registration, with the exception of the July meeting, which was held at Newport for the accommodation of business in that part of the State.

Fourteen persons made application for registration as registered pharmacists; ten of whom passed on the first examination, three on the second, and one on the fourth.

There were six applications for registration as assistant pharmacists; three of whom passed on the first examination, and one on a second. The qualifications of the other two were declared insufficient to entitle them to registration.

The board have experienced some trouble arising from a different construction of the law from what has heretofore prevailed. It has been held by the board that a failure to renew annually the registration forfeited the original registration. The board now understand that a different interpretation of the law is held by the Judge of the Justice's Court in this city, and in order that there may be no doubts as to their future action they have caused to be prepared an Act in amendment of Chapter 119, which is herewith presented for your consideration, and the board would respectfully ask for the passage thereof.
