CHAPTER X

The School Plant

IT shall be the policy of the Board of Education to consider

the school plant as one of the major factors in: (1) the facilitation of the instructional process and (2) in satisfying the educational and social needs of the adult community.

The function of the school building shall be: (1) to develop in permanent form the best architectural expression of the curricular needs at the time of construction, and (2) to stand as an inspiration both to the child and to the community of the ideals of public education.

The school plant activity shall be considered from three phases: (1) the modification of old buildings to meet current needs; (2) the providing of new buildings, and (3) the care of existing buildings.

It shall be the policy of the Board of Education to consider building needs in terms of ultimate rather than in terms of immediate cost.

It shall be the policy of the Board of Education to recognize four distinct but closely correlated stages in the development of the school plant.

Superintendent

(1) It shall be the duty of the Superintendent: (a) to determine the need and the location of new buildings; (b) to determine the size and location of site, and (c) to translate the curricular and social needs of child and community into numbers, sizes, types, and location of rooms. It shall further be the duty of the Superintendent to develop standards, upon the basis of research and experimentation by competent and authorized specialists, for permanent equipment, for types of materials, and for methods of construction, for approval by the Board of Education.

Board of Education

(2) It shall be the function of the Board of Education to consider and to approve the educational needs, standards, and plans as presented by the Superintendent and to make provision for the financing of the school plant program, according to law.

Architects and Engineers

(3) It shall be the duty of the Board of Education to select the architect and engineers who shall be responsible for the preparation of the technical drawings and specifications, in accordance with the standards of the Board of Education. The architects and engineers shall be under the direction of the Superintendent and all plans and specifications shall be approved by him, in accordance with the adopted standards, before they are presented to the Board of Education for legal approval.

Building Contractors

(4) It shall be the duty of the Board of Education to select, in accordance with law, the contractors who shall be responsible for the construction of the building. The architect shall act as the agent of the Board of Education, under the direction of the Superintendent, during the construction period and shall be responsible for the supervision of construction by the legally employed contractors in accordance with approved plans and specifications.

Appraisal

School buildings and grounds shall be judged by the Board of Education in respect to their contribution to the efficiency of instruction.

Operation and Upkeep

Operation of the school plant shall include all activities essential to heating, ventilating, and cleaning the building. The Superintendent shall be responsible for the operation of the school plant.

Upkeep of the school plant shall include the necessary service and repairs through which the physical plant is constantly maintained in the most efficient condition possible. The Superintendent shall be responsible for the upkeep of the school plant.

Appraisal

The operation and upkeep of the school plant shall be judged by the Board of Education in terms of their contribution to the efficiency of instruction.

CHAPTER XI

Supplies, Books, and Equipment

THE

HE policy of the Board of Education shall be to consider all supplies, books, and equipment (movable furniture) as essential agencies contributing directly to the success of the instructional process. Their selection and appraisal shall therefore be made in terms of their contribution.

The standards of quality and the standards of distribution for supplies, books, and equipment shall be determined by the Superintendent of Schools upon the results of research and experimentation.

The standards developed shall be presented to the Board of Education in the same manner as other means and, after approval, shall be operative until the results of further research make change advisable.

It shall be the policy of the Board of Education to furnish, free of charge, to all students all essential supplies, books, and equipment.

CHAPTER XII

Personnel

T shall be the policy of the Board of Education to consider all agents, or personnel, essential to the efficient operation of the educational plan as a part of the executive function and directly under the control of the Superintendent of Schools.

It shall be the general policy of the Board of Education that all agents shall be qualified by training, experience, and character for the activity for which they are employed.

Superintendent

The minimum qualifications for the position of Superintendent of Schools shall be: (1) a master's degree in education from a university of recognized rank; (2) a Michigan State teachers' life certificate, and (3) a minimum of six years of experience as a successful school administrator.

Other Personnel

The standards of qualifications of all agents shall be determined by the Superintendent and approved by the Board of Education.

It shall be the function of the Superintendent of Schools to select, to assign, to promote, to demote, and to discharge all personnel.

The Board of Education shall approve such actions in accordance with law.

Appraisal

The value of all agents shall be judged in terms of their efficiency of service, appraised from the point of view of their contribution to the instructional process.

It shall be the policy of the Board of Education to secure efficient service by providing for: (1) security; (2) opportunity for growth, and (3) opportunity for recognition of achievement by all agents.

Rewards for efficient service shall be a monetary expression of the value of such service to Hamtramck.
