fying the complainant and his attorney of the date fixed for the inquiry, inviting them to be present and even offering to pay all expenses entailed by their presence; that no notice had been taken of the invitation, and neither Mr. Ralston nor Mr. Herron appeared at the investigation, which resulted in a failure to substantiate any of the charges.

The Committee on Lunacy, after a very careful examination into the allegations of Thomas Ralston, as well as a searching inquiry into the management of the hospital, in which the sworn testimony of the officers and some of the employes was taken, concluded that the charges made were without foundation in fact, and found reason to commend and approve the present management of the Warren Hospital.

On the following day the Committee on Lunacy with their secretary, made a thorough visitation and inspection of the wards and inmates; examined and privately conversed with many of the more intelligent patients, inquired of such whether any complaint was to be made in regard to their treatment, food, lodging and general care; whether the general conduct of the attendants to them was satisfactory; whether they had ever known of instances of abuse of patients, and if they had knowledge of any abuse of Thomas Ralston while he was an inmate. No testimony was given which at all corroborated the charges made by Thomas Ralston.

The testimony established the fact that the superintendent and his medical assistants made careful daily visitations to their patients, investigated every complaint upon the spot and enforced from the attendants and employes compliance with the printed rules of the institution. A full report of the testimony under oath is appended.
