Families and individuals

The average size of relocation payments to families and individuals varied from program to program. Average size of payments ranged from a low of $67 to families and individuals in urban renewal projects to a high of $783 per family displaced by Bureau of Reclamation projects. Payments to families and individuals averaged $119 for Federal-aid highway, $158 for low-rent housing, and $371 for U.S. Army Engineers acquisitions for civil works. Payments for only moving expenses generally were less than payments for moving expenses and other relocation costs. This trend is apparent in those programs for which a large number of payments was analyzed.

Programs varied as to the proportion of payments to families and its individuals only for moving expenses and the proportion for moving expenses and other relocation expenses. Nearly all of the payments to Federal-aid highway displacees were only for moving expenses. In the urban renewal program, 97 percent of the payments were only for moving expenses and 3 percent were for moving expenses and loss of property. In the low-rent housing program, data available showed that 38 percent of the payments were only for moving expenses and 62 percent were for moving expenses and other costs. Under U.S. Army Engineers acquisitions for civil works, 17 percent were only for moving expenses and 83 percent were for moving and other expenses. In a sample project of the Bureau of Reclamation, 37 percent of the payments were only for moving expenses and 63 percent were for moving and other expenses. A table on the distribution is shown below.

Most of the payments to families and individuals for only moving expenses were below $300, but the range in size of such payments varied from program to program. These facts are based on data collected for projects selected by reporting agencies to provide a representative picture of the size and distribution of moving expense and other relocation cost payments. The table below indicates for the sample projects the distribution of payments only for moving expense. Payment data for this table and other tables in this section are for acquisition in the past.

Most of the payments to families and individuals for moving expenses and other relocations costs were below $500, with many being less than $300. Since nearly all relocation payments to families and individuals displaced by Federal-aid highways were only for moving costs, and since most payments to displacees of urban renewal projects were only for moving costs, these two major programs are not included in the table below.

Average moving expense paynients to businesses varied, with averages for all payments by each agency being less than $2.200. For urban renewal having the greatest number of business displacements and relocation payments, the payments averaged $2,185. For Federalaid highways having the second largest number of business displacements, moving expense payments averaged $1,233. Similar payments to businesses displaced under all acquisitions by the U.S. Army Engineers averaged $654.

With the exception of urban renewal, payments made under the various programs for moving expenses only were generally less than payments made for moving costs and other relocation costs. During the period for which data were collected on payments in urban renewal projects, a business having more than $3,000 moving expenses could claim and receive payment in excess of $3,000, but by doing so, the business could not claim other relocation costs. Consequently, where payments of less than $3,000 could cover moving costs and "actual direct losses of property," those over $3,000 could include only moving costs. Other variations are described in chapter IX.

The table below shows the average amount of payments for moving expenses only, and the average amount of payments for moving expenses and other relocation costs. The table also shows the average size of all payments made by an agency.

With but few exceptions, payments are for moving expenses only.

As in the case of payments to families and individuals, the proportion of payments to businesses that was only for moving expenses and the proportion of payments to businesses that was for moving and other relocation costs varied from one program to the next. Of the 5,560 payments reported for the urban renewal program for 1963, some 3,345, or 60 percent, were for moving expenses only; 623, or 11 percent, were for moving expenses and actual direct loss of property; and 1,592, or 29 percent, were only for actual direct loss of property. By contrast, nearly all of the payments under the Federal-aid highway program were only for moving expenses. Although there were but a few payments to businesses under the low-rent housing program, roughly 32 percent were only for moving expenses and 68 percent were for moving and other relocation expenses. The U.S. Army Engineers had the greatest proportion of payments for moving and other relocation expenses, being roughly 72 percent of all payments made in the civil works program and 74 percent for the combined payments under civil works, Army military, Air Force, and National Aeronautics and Space Administration.

The great majority of relocation payments to businesses were less than $3,000. Some 84 percent of the payments to businesses made under the urban renewal program were in the range of $3,000 or less. Of the total of 5,560 payments for which data were available, 4,660 were payments of $3,000 or less, with over half of these in the range of $1,000 or less. Of the 900 payments, or 16 percent, greater than $3,000, most were under $10,000. Of the total of 5,560 payments, only 199, or roughly 3.6 percent were greater than $10,000.

A sample of businesses receiving moving cost payments under the Federal-aid highway program showed that 98 percent of the payments were less than $3,000, and none of the remaining 2 percent exceeded $10,000. For the business relocation (resettlement) payments made in sample projects selected by the U.S. Army Engineers, nearly all were less than $3,000. For sample civil works projects approximately 99 percent were in the range of $3,000 or less. For the sample NASA project, 100 percent of the payments were in the range of $3,000 or less. A sample Bureau of Reclamation project revealed none was over $3,000 in size.

The table below indicates for the sample projects the proportion of payments by different dollar amounts. Since the number of payments in the samples was small in several instances, this table combines both the payments that were for moving costs only and those that were for moving costs and other relocation costs. In the case of the urban renewal program, it includes also those payments that were only for actual direct loss of property.

A breakdown of all payments made in 1963 was possible based on a survey of 50 local public agencies selected by the Urban Renewal Administration to provide a representative national picture. With but few exceptions, these were payments only for moving expenses.
