DEAR SIR-In accordance with section 384, chapter 378, Laws of 1897, I hereby certify that the following resolution was adopted by the Local Board, Twenty-first District, at its meeting August 16, 1899, viz.:

Resolved, That the Local Board, Twenty-first District, hereby rescinds the resolution adopted by said Board on July 12 last, recommending the fencing with retaining-wall of premises No. 825 Trinity avenue, Borough of The Bronx; and that a copy of this resolution be transmitted forthwith to the said Board of Public Improvements.

DEAR SIR-Referring to a communication dated the 10th instant, from the Secretary of the Board, transmitting a resolution from the Department of Health, requesting that for sanitary reasons the Department of Highways be authorized and directed to have the cellar of the building No. 540 Fifth avenue filled with fresh earth, I beg to report that the owner of the property referred to has been notified to clean and fill in the cellar, and has complied with the notice.

DEAR SIR-On the 11th instant the Secretary of the Board forwarded to this Department, for investigation and report, copy of a communication from Mr. Charles A. Walsh, covering a petition for a cinder path through Meeker avenue, connecting Driggs avenue with Penny Bridge, Borough of Brooklyn.

In reply I beg to report that Meeker avenue, from Driggs avenue to Penny Bridge, has not been graded or paved, except that part between the tracks and rails, which has been graded by the railroad company. The sidewalks have never been graded, and where the curb line should be lines of poles are irregularly set.

Under these circumstances it appears to me that this Department has no authority to construct the cinder or bicycle path petitioned for, nor is there any appropriation from which the expense of the work could be paid.

There can be no doubt that it is necessary to grade and pave Meeker avenue, from Driggs avenue to Newtown creek, and it is suggested that the property-owners petition the Local Board of the District for this improvement.

DEAR SIR-In the matter of the resolution adopted by the Local Board of the Seventh District, Borough of Brooklyn, expressing belief that a crosswalk should be laid from the northwest corner of Bushwick avenue and Siegel street to the southwest corner of said streets, which resolution was received with a letter, dated the 7th instant, from the Secretary of the Board, I have the honor to report that there is now a good crosswalk at this location.

DEAR SIR--Referring to a communication, dated August 7, from the Secretary of the Board, with a resolution adopted by the Local Board of the Seventh District, Borough of Brooklyn, expressing belief that a crosswalk should be laid from the northeast corner of Graham avenue and McKibbin street to the southeast corner of said streets, I beg to report that an inspection has been made, showing that there is a crosswalk from the northeast corner of Graham avenue and McKibbin street to the southeast corner of said streets. This walk is defective, and will be repaired as soon as the necessary material can be obtained.

In accordance with the report of the Commissioner of Highways, which was laid over at the meeting held August 16 (Minutes, pages 1909 to 1912), the following preamble and resolution were adopted:

Whereas, A certain contract was entered into on the 29th day of May, 1897, between William Booth and the Commissioners of Highways of the Town of Newtown, Borough of Queens, for the improvement of certain streets and avenues in said Town; and

Whereas, The amount of money raised by the issue of bonds for said improvements is insuffici ent to pay for them as projected by said Commissioners of Highways; and

Whereas, By changing the character of the paving of nine of the streets from granite to macadam (the prices on both kinds of said pavements being a part and portion of said contract), the balance remaining, two hundred and eight thousand nine hundred and forty-three dollars and thirty-eight cents, will be more than sufficient to pay for said improvements if said contract be so modified; now be it

Resolved, That the Commissioner of Highways be and is hereby authorized to modify said contract, with the consent of the contractor, by changing the character of said improvement from granite-block to macadam on the following streets and avenues, viz :

Furman avenue, Maiden lane, Old Brook School road, Juniper avenue, Grand avenue, Greenpoint avenue, Woodside avenue, Cypress avenue and Columbia avenue, Town of Newtown, Bor

ough of Queens, the price to be paid for same to be the same as bid in the original contract for macadam pavement.

Affirmative Commissioner of Water Supply, Commissioner of Highways, Commissioner of Street Cleaning, Commissioner of Sewers, President of the Borough of Queens and President of the Board.

Negative-None.

The following report from the Commissioner of Sewers was referred to the Chief Topographical Engineer:

NEW YORK, September 6, 1899.

Hon. M. HOLAHAN, President, Board of Public Improvements :

DEAR SIR-I herewith transmit the estimated cost of the construction of sewer in Arrietta street, from Bay of New York to Central avenue, thence along Central avenue to a point in the vicinity of the bed of said brook, and thence on a line adjacent to said brook to Cebra avenue. Estimated cost is $41,000; assessed value of property within the probable area of assessment is $1,706,440.

DEPARTMENT OF SEWERS-BOROUGH OF RICHMOND,
NEW BRIGHTON, October 17, 1898.

To the Honorable, the Borough Board, New Brighton, S.I.:

GENTLEMEN-In reply to your communication regarding the Arrietta Street brook, permit me to say that I have made an investigation of the matter, and find that it will be necessary, in order to do away with this brook, to construct a storm water sewer on Arrietta street, from the Bay of New York to Central avenue; thence along Central avenue to a point in the vicinity of the bed of said brook, and thence on a line adjacent to said brook to Cebra avenue.

In conformity with section 413 of the Charter, I beg to report that the estimated cost of this work is $41,000, and the assessed area of real estate within the probable area of assessment is $1,706,440.

BOARD OF PUBLIC IMPROVEMENTS.

The Board of Public Improvements of The City of New York met at the office of the Board, No. 21 Park row, on Wednesday, September 13, 1899, at 2 o'clock P. M., pursuant to notice.

The roll was called, and the following members were present and answered to their names: The Comptroller (Deputy Comptroller Levey), the Commissioner of Water Supply (Deputy Commissioner Haslin), the Commissioner of Highways, the Commissioner of Street Cleaning, the Commissioner of Sewers, the Commissioner of Bridges, the President of the Borough of The Bronx, the President of the Borough of Brooklyn and the President of the Board.

The minutes of the meetings of August 30 and September 6, 1899, were approved.

The matter of the widening of Cauldwell avenue was postponed for two weeks.

The following communication from the Mayor was read:

OFFICE OF THE MAYOR, September 6, 1899.

JOHN H. MOONEY, Esq., Secretary, Board of Public Improvements, New York:

DEAR SIR-I am directed by the Mayor to return to you herewith inclosed a resolution adopted by the Board of Public Improvements on August 2, 1899, providing for a change in the approaches to the bridge over the Harlem river at East One Hundred and Thirty-eighth street, and to call attention to the apparent discrepancy between the approaches as described in Parcel "A" in the printed slip in the inclosed resolution, and the dimensions as shown on the Engineer's map, which is also herewith returned.

Thereupon the following resolution was adopted:

Resolved, That the resolutions adopted by this Board in relation to changing the map or plan of The City of New York by laying out the new approaches to the bridge over the Harlem river at East One Hundred and Thirty-eighth street, in the boroughs of Manhattan and The Bronx, City of New York, be and the same are hereby rescinded.

Affirmative-Comptroller, Commissioner of Water Supply, Commissioner of Sewers, Commissioner of Bridges and President of the Board.

Negative-None.

The following amended resolution was then unanimously adopted :

Resolved, That the Board of Public Improvements of The City of New York, in pursuance of the provisions of section 436 of chapter 378, Laws of 1897, deeming it for the public interest so to do, propose to alter the map or plan of The City of New York by laying out the new approaches to the bridge over the Harlem river at East One Hundred and Thirty-eighth street, in the boroughs of Manhattan and The Bronx, City of New York, more particularly described as follows:

Beginning at the intersection of the northern line of East One Hundred and Thirty-sixth street with the western line of Madison avenue.

Ist. Thence northerly along the western line of Madison avenue for 199.83 feet to the southern line of East One Hundred and Thirty-seventh street.

2d. Thence westerly along said line for 20 feet.

3d. Thence southerly deflecting 90 degrees to the left for 199.83 feet to the northern line of East One Hundred and Thirty-sixth street.

4th. Thence easterly for 20 feet to the point of beginning.

PARCEL "B."

Beginning at the intersection of the northern line of East One Hundred and Thirty-sixth street with the eastern line of Madison avenue.

Ist. Thence northerly along the eastern line of Madison avenue for 199.83 feet to the southern line of East One Hundred and Thirty-seventh street.

2d. Thence easterly along said line for 20 feet.

3d. Thence southerly deflecting 90 degrees to the right for 199.83 feet to the northerly line of East One Hundred and Thirty-sixth street.

4th. Thence westerly for 20 feet to the point of beginning.

PARCEL "C.”

Beginning at the intersection of the northern line of East One Hundred and Thirty-eighth street with the western line of Madison avenue.

1st. Thence westerly along the northern line of East One Hundred and Thirty-eighth street for 420 feet to the eastern line of Fifth avenue.

2d. Thence northerly along said line for 90 feet.

3d. Thence easterly deflecting 90 degrees to the right for 295.32 feet.

4th. Thence easterly deflecting 28 degrees 8 minutes 4 seconds to the left for 141.40 feet to western line of Madison avenue.

5th. Thence southerly for 156.7 feet to the point of beginning.
