In Table II. the States are grouped according to low, medium, and high index numbers. It will be observed that the States which are distinguished for a rather pronounced "Americanism" in politics and legislation are chiefly found, as might be expected, in the third column. According to the reasoning of "The Principles of Sociology," pp. 95, 96, 324, 325, we should look for progress and social leadership to those communities where the population is neither perfectly homogeneous nor excessively heterogeneous. From this point of view, Table III., showing the relative positions of the Northern States that have index numbers between |
