The Convention again resolved itself into a committee of the whole, Mr. Reigart in the chair, on the report of the committee to whom was referred the seventh article of the constitution.

And after some time,

The President resumed the chair, and the chairman reported progress and asked leave to sit again.

Which was granted; and,

Ordered, That the committee of the whole have leave to sit again to-morrow.

Adjourned until half past nine o'clock to-morrow morning.

THURSDAY, November 30, 1837.

The President laid before the Convention the following communication, viz:

HALL OF THE FRANKLIN INSTITUTE,

November 29, 1837.

SIR-I have the honor to transmit to you the annexed copy of a resolution, passed by the board of Managers of the Franklin Institute of the state of Pennsylvania, for the promotion of the

mechanic arts.

Resolved, That the members of the State Convention, now assembled in this city, be invited to use the library and reading room, and to attend the lectures of the Institute whenever it may suit their convenience, during their stay in the city.

Roberts, praying for the appointment of door keeper or sergeantat-arms of this Convention, on the event of a vacancy.

And the said letter was read and laid on the table.

Mr. Sterigere presented two memorials from citizens of Bucks county, praying that constitutional provision may be made denying the right of suffrage to persons "of the negro race."

And the said memorials were laid on the table.

A motion was made by Mr. Reigart, and read as follows, viz: Resolved, That no company shall be hereafter created by the legislature with banking or discounting privileges, without the concurrent action of two successive legislatures.

Laid on the table.

A motion was made by Mr. Denny, and read as follows, viz: Resolved, That the thirteenth rule for the government of the Convention, be and the same is hereby repealed.

Laid on the table.

Agreeably to leave given,

The Convention again resolved itself into a committee of the whole, Mr. Reigart in the chair, on the report of the committee to whom was referred the seventh article of the constitution.

And after some time,

The President resumed the chair, and the chairman reported progress and asked leave to sit again.

Which was granted; and,

Ordered, That the committee of the whole have leave to sit again to-morrow.

On leave given,

A motion was made by Mr. Chandler, of Philadelphia,

That the Convention do now adjourn.

Which was agreed to.

Adjourned until half past nine o'clock to-morrow morning.

FRIDAY, December 1, 1837.

Mr. Coates presented a petition from citizens of Lancaster county, praying that the right of trial by jury may be extended to every human being.

Which was laid on the table.

Mr. Hastings presented a petition from citizens of Warren county, for the establishment of a court of chancery.

Which was referred to the committee on the fifth article of the constitution.

A motion was made by Mr. Darlington, and read as follows, viz: Resolved, That the thanks of this Convention be tendered to the managers of the Franklin Institute, for their polite offer of the free use of their library and reading room and privilege of attending their lectures, and that the Secretary be requested to furnish them with a copy of this resolution.

And on motion,

The said resolution was read the second time, considered and adopted.

Mr. Dillinger obtained leave of absence for a few days from today.

A motion was made by Mr. Denny,

That the Convention proceed to the second reading and consideration of the resolution read on yesterday, in the words following, viz:

Resolved, That the thirteenth rule for the government of the Convention, be and the same is hereby repealed.

Which was agreed to.

And the said resolution being under consideration,

The same was modified to read as follows:

Resolved, That the thirteenth rule be altered to read as follows, viz: "No member shall be permitted to make a motion or present a paper, unless he be at his own desk."

And the resolution, as modified, was agreed to.
