In accordance with the provisions of section 1547 of the Revised Statutes of the United States, the following regulations are established, with the approval of the President, for the government of all persons attached to the naval service. All regulations, orders, and circulars inconsistent therewith are hereby revoked. All proposed changes in or amendments to the Navy Regulations, accompanied by a full statement of the reasons therefor and the effect that would be produced thereby, will be submitted to the Department and referred to the Judge-Advocate General, who will report thereon to the Secretary.
