Taxes, apportionment of. Acts repealed. by township clerks, certify to the board of supervisors all amounts to be raised therein for school purposes. The board of supervisors shall, in accordance with law, apportion such school taxes to the several municipalities possessing territory in such district in proportion to the assessed valuation of each municipality within such district, and shall certify the same to the proper officer thereof. [No. 87.] AN ACT to amend act number forty of the public acts of eighteen hundred ninety-nine, entitled "An act to revise the laws providing for the incorporation of Protestant Episcopal churches," by adding a new section thereto to stand as section thirteen. The People of the State of Michigan enact: SECTION 1. Act number forty of the public acts of eighteen hundred ninety-nine, entitled "An act to revise the laws providing for the incorporation of Protestant Episcopal churches," is hereby amended by adding a new section thereto to stand as section thirteen and to read as follows: SEC. 13. Should it be desirable to use the church building and any other buildings or property of any Protestant Episcopal church heretofore or hereafter organized and existing in this State, as and for a cathedral, it shall be lawful for such church, at its first meeting, or at any annual meeting, or at a special meeting duly called for that purpose, to adopt a plan not inconsistent with this act, nor with the constitutions and canons, doctrine, discipline and worship of the Protestant Episcopal church, by which it may adapt itself and its property to such use; which plan may provide for a dean or other officer, who shall be elected with the advice and consent of the bishop of the diocese in which such church may be located, in accordance with the canons of said diocese, and who shall be ex-officio rector. Approved May 13, 1909. [No. 88.] AN ACT to exempt from taxation bonds hereafter issued by any county, township, city, village or school district within the State of Michigan. [No. 89.] AN ACT to provide for expense of furnishing official information from the records of the Adjutant General's office for which no provision is made, pertaining to the enlistment, muster, history and final disposition of the soldiers and sailors from this State during the war of the rebellion and Spanish-American war; to furnish certificates of service to applicants where the soldier's muster out or discharge papers are lost; to furnish such information from the records of the office as to establish the soldier's or sailor's military or naval history; to distribute the regimental records, and to make an appropriation therefor, and to provide for a tax to meet the same. The People of the State of Michigan enact: furnish of soldiers. SECTION 1. The Adjutant General is hereby authorized Adjutant and directed to furnish the military or naval history of each general to soldier and sailor, so far as practicable and possible from history, etc., records of the war and navy departments or other authentic sources, who enlisted from or was credited to this State during the war of the rebellion and the Spanish-American war; to furnish certificates of the military or naval history of soldiers and sailors whose muster out rolls or discharge papers have been lost, and to provide such other information as may be deemed necessary to establish proofs of identity and correct names whenever requested so to do without expense to applicant, and to issue regimental records and other military publications upon application. Appropriation. To be in state tax. SEC. 2. To defray the expense of necessary printing, postage and clerical service for the purpose mentioned in this act there is hereby appropriated for the fiscal year ending June thirtieth, nineteen hundred ten, the sum of seven hundred fifty dollars, and for the fiscal year ending June thirtieth, nineteen hundred eleven, the sum of seven hundred fifty dollars. SEC. 3. The Auditor General shall add to and incorporate corporated in in the State tax for the year nineteen hundred nine, the sum of seven hundred fifty dollars, and for the year nineteen hundred ten, the sum of seven hundred fifty dollars, which when collected shall be credited to the general fund to reimburse the same for the money hereby appropriated. [No. 90.] AN ACT to repeal section thirteen and to amend sections five, eleven, twelve, fourteen, seventeen, nineteen, twenty and thirty-six of act number one hundred eighty-four of the public acts of eighteen hundred ninety-three, as amended by act number two hundred twenty of the public acts of nineteen hundred five, entitled "An act to provide for the enrollment, organization, equipment, maintenance and discipline of the naval militia of the State." The People of the State of Michigan enact: SECTION 1. Section thirteen of an act entitled "An act to provide for the enrollment, organization, equipment, maintenance and discipline of the naval militia of the State," approved May thirty-first, eighteen hundred ninety-three, as amended by act number two hundred eleven of the public acts of eighteen hundred ninety-five, act number six of the public acts of eighteen hundred ninety-eight and act number two hundred twenty of the public acts of nineteen hundred five, is hereby repealed, and sections five, eleven, twelve, fourteen, seventeen, nineteen, twenty and thirty-six of the same are hereby amended, and one new section is added thereto to stand as section thirty-eight, said amended and added sections to read as follows: SEC. 5. The naval forces of the reserve militia of the State may be designated the reserve naval militia, and the naval forces of the active militia or Michigan State troops shall be known and designated as the Michigan naval brigade, in order to distinguish such forces from the land or military forces of the reserve and active militia. divisions of. officers. SEC. 11. The naval brigade shall be divided into battalions Brigade, of not more than four nor less than two divisions each as the commander in chief may from time to time order and direct, and shall be commanded by a captain, who shall be appointed and commissioned as soon as two battalions shall have been fully organized and equipped. There shall also Commissioned be allowed to the brigade the following commissioned officers, viz.: One commander, who shall be the chief executive officer of the brigade; one lieutenant commander, who shall be the navigating and ordnance officer of the brigade; one lieutenant commander, who shall be the chief engineer of the brigade; and a brigade staff to consist of the following officers, viz.: One paymaster, who shall be chief mustering officer of the brigade; one surgeon; one signal officer; and two aides-decamp. The paymaster and surgeon shall have the relative rank of lieutenant commander; the signal officer shall have the rank of lieutenant, junior grade; and the aides-de-camp shall have the rank of ensigns. There shall also be allowed to the brigade staff such number of warrant officers, not exceeding six, and such number of petty officers as the commander in chief may from time to time direct. in chief, SEC. 12. To each battalion there shall be allowed the following additional commissioned officers, viz.: One lieutenant commander in the case of battalions of less than four divisions; one lieutenant, who shall be the chief executive officer of the battalion; one lieutenant, who shall be the navigating and ordnance officer of the battalion; one lieutenant, who shall be the chief engineer of the battalion, and not to exceed one ensign for each division of the battalion, to be assigned to engineering duties; and a battalion staff to consist of one chaplain, one passed assistant surgeon, and two assistant surgeons, and one signal officer. Chaplains, passed assistant surgeons and passed assistant engineers shall have the relative rank of lieutenant; assistant engineers and assistant surgeons shall have the relative rank of ensigns; and signal officers of battalions shall have the relative rank of ensigns. There shall also be allowed to each battalion staff such number of petty officers as the commander in chief shall from time to time order and direct. SEC. 17. All officers and enlisted men shall receive for Compensation. each day actually spent by them on duty, on the tours of duty or cruises authorized by this act, or the actual service on any duty authorized by this act or ordered by the Commander in Chief, and for the time necessarily spent by them in traveling from their homes to the place of rendezvous and returning to their homes, full compensation, together with the necessary transportation, to-wit: To each enlisted man below the rank of petty officer, one dollar twenty-five cents per day; to each third class petty officer, one dollar thirty-five cents per day; to each second class and first class petty officer, one dollar forty-five cents per day; to each chief petty officer, one dollar fifty-five cents per day; and to each enlisted man subsistence, the cost of the same not to exceed seventy-five cents per day, the difference between the cost of the rations and said seventy-five cents per day to be paid in money to said enlisted men at the time of payment for such service; to warrant officers, such pay and allowances, not exceeding those allowed to ensigns for similar services, as the commander in chief may from time to time direct and establish; to all other commissioned officers such pay and allowances as are fixed by law or regulations for officers of corresponding rank in the United States navy while on duty at sea: Provided, That any officers who shall be members of the State Military Board or any other similar body, shall each receive such annual compensation and allowances as are made for members of such boards or bodies: Provided further, That hereafter each officer upon his first appointment as an officer shall be paid the sum of fifty dollars as an equipment allowance: Provided further, That any officer or enlisted man guilty of drunkenness on any tour of duty or cruise, or on the way to or from the same shall forfeit all pay for that entire tour of duty or cruise, and it shall be the duty of the officer charged with making the pay rolls to note the fact of intoxication or drunkenness against the name of the person guilty thereof. All officers and enlisted men shall receive for their services for each day actually spent on duty in case of riot, tumult, breach of the peace, resistance of process, or whenever legally called upon in aid of the civil authorities, and for the time actually spent by them in traveling to and from their homes to the place of rendezvous, the compensation provided herein Compensation, above in this section.
