OPERATING IN 1899.

The table below gives the valuation of river improvement companies as found by Professor M. E. Cooley.

Under the plan followed by Professor Cooley, a complete system of correspondence was initiated with all of these companies that could be found doing business in the State. Blanks for the purpose of gathering information concerning their business and property in this State were sent to each one of the main offices of the companies; but the time was too limited to bring the results into satisfactory shape. A large amount of information was obtained, however, and has been filed for future reference at the office of the Commission.

STATISTICAL TABLES.

In the tables which form the appendix to this report will be found statistical information gathered by the commission upon a variety of subjects.

Tables Nos. 1 to 83, inclusive, show the assessed and equalized valuations of the real and personal property of the State by townships and cities for the years 1899 and 1900, together with the increase or decrease of the assessments of these respective municipalities for the year 1900 over that of 1899.

Table No. 84 shows the assessed and equalized valuations of the cities of the State for the years 1899 and 1900, and discloses the fact that the increase in the value of the real estate in such municipalities for 1900 over that of 1899 was $45,347,232, while the increase in personal was $87,309,936, or a total increase in the 78 cities of the State of $132,657,168.

Table No. 85 contains the same statistical information for the entire State compiled with the counties as a unit, and there is also added to this table the equalized valuation of each county as determined by the State Board of Equalization in 1896. An examination of this table will show that the total assessed valuation of all the property of the State for 1899 was $968,189,087, or $136,910,913 less than the aggregate valuation made by the State Board of Equalization in 1896. A comparison of these figures with those for 1900, shown in same table, discloses that the assessed valuation of the State for that year was $1,317,450,028, being $349,260,941 greater than in 1899, and $212,450,028 greater than the aggregate amount fixed by the State Board of Equalization in 1896. Of the total increased valuation of the year 1900 over that of 1899, $180,594,302 was on real estate and $168,666,639 on personal property. A further comparison of the figures in this table discloses the fact that for the year 1900 the per cent of increase in the assessed valuation of real estate over that of 1899 was 22, while that of personal property was 119.

Tables 86 and 87 contain, by counties, the assessed valuation of the real and personal property of the State for the years 1899 and 1900, respectively; also taxes raised for State, county, township, village and city purposes, together with total taxes raised by counties and amount of taxes derived from real and personal property; per cent of taxes derived from real and personal property; rate of taxation per $1,000 of assessed valuation; liquor tax, and in table 87 the school and one-mill tax of the respective counties. In these tables the amounts given for State and county taxes are from the reports to the Board of State Tax Commissioners by the county clerks.

In some counties it appears that the board of supervisors in appor tioning their State tax among the townships and cities did not use such rates as would make the amount levied in their respective counties for such purpose correspond exactly with the amount apportioned by the Auditor General. The difference was very slight, however, for 1899,
