At places beyond express delivery the post commander when notified by the paymaster that funds sent by express are to be expected will send an officer with a suitable escort to receipt for the express package and convey the funds to the post.

The name of the officer authorized to receipt for the package will previously have been reported to the paymaster.

When the express package is received at the post it will be opened in the presence of witnesses by the commanding officer, who will observe the condition of the seals, the number of company and detachment packages, and that the marking upon them conforms to these instructions. The separate sealed packages containing the pay for the several companies and detachments will then be delivered to the company and detachment commanders for distribution, which will be made as soon as practicable thereafter, but in no case will such distribution be deferred more than twenty-four hours. The commanding officer will be responsible for the safe keeping of the packages of funds from the time of their receipt at the post until they have been turned over to the company and detachment commanders for distribution.

When a company or detachment is paraded for pay the company or detachment commander will open the package containing the pay for his company or detachment in the presence of at least one witness who must be a commissioned officer, or in the absence of a commissioned officer the verification and delivery may be witnessed by a contract surgeon. The number of checks in the package and the number of sealed envelopes purporting to contain the pay of individual soldiers will be counted and the agreement of this number with the record made by the paymaster upon the wrapper will be verified by both officers, and the amount marked on the sealed envelope as the pay due each man will be verified by comparison with the pay roll before the distribution begins. As each man's name is called the check drawn to his order will be given to him by his company or detachment commander or the sealed envelope bearing the man's name will be opened, ' its contents verified by comparison with the marks on the envelope or with the pay roll, and the money handed to the soldier by said officer, all in the presence and under the personal observation of the officer designated to witness the payment.

Regulations for the Cavalry and Field Artillery School, 1901.

OBJECT.

1. The Cavalry and Field Artillery School is established under the act of Congress approved January 29, 1887, as a school of instruction for drill and practice in field duties and the combined operations for cavalry and field artillery of the Army of the United States. Theoretical instruction will be given to officers of the school only through the lyceum course, which will be specially adapted to the needs of the school. Such other study as may be necessary in connection with their practical work will be given by officers themselves as they have opportunity.

DISCIPLINE.

2. The post and school shall at all times be governed by the rules of discipline prescribed for all military posts and by the regulations of the school, and in matters pertaining to the course of instruction will be under the immediate control of the Commanding General of the Army.

3. Officers on duty at the Cavalry and Field Artillery School will not be detached without orders from the Secretary of War or the Commanding General of the Army.

4. The Cavalry and Field Artillery School shall be subject to inspection by the department commander, and in emergencies the troops belonging to the school shall also be subject to his orders.

THE COMMANDANT OF THE SCHOOL.

5. The commandant will convene the school staff for the consideration of questions relative to the course of instruction and such other subjects as may be properly brought before it.

6. He will make application to the Adjutant General of the Army for such articles as may be required for the school.

7. He is empowered to direct the expenditure of such authorized quantities of ammunition as he may deem necessary for proper instruction at the school.

8. All instruction in the combined operations of the two arms will be under his immediate direction.

9. He shall make to the Commanding General of the Army an annual report of the progress and wants of the school on the 1st of September of each year.

THE SECRETARY OF THE SCHOOL.

10. The secretary of the school shall be the custodian of such records, property, and funds as pertain to the school proper.

INSTRUCTION.

11. The course of instruction shall be complete each year, commencing January 10 and ending December 20.

12 Preparatory to the work of instruction in each year the school staff shall consider and adopt a full scheme for the course of instruction to be followed that year for the subschools and for the school of both arins combined.

13. The lyceum course at the post will cominence annually on January 10 aud will end May 10 following.

THE SUBSCHOOL OF CAVALRY.

14. This school shall consist of the cavalry troops present. 15. The director thereof shall be a field officer of cavalry selected for the detail.

16. He will have direction of the instruction of the cavalry command, the training of officers and enlisted men in drill and in the duties of field service.

17. He will submit to the commandant an annual report regarding the progress and wants of the school not later than August 20, of each year.

18. An officer of the cavalry not belonging to any troop stationed at the post will be adjutant and ordnance officer of the cavalry subpost.

THE SUBSCHOOL OF ARTILLERY.

19. This school shall consist of the artillery command and subpost.

20. The organization of the artillery command and subpost will be, as far as practicable, complete within itself for purposes of administration and instruction.

21. The director thereof shall be a field officer of artillery selected for the detail.

22. An officer not belonging to any battery at the school will be detailed as adjutant and ordnance officer.

23. The object of this school is to train officers and enlisted men in drill and all the duties of field service and to develop a school of gunnery for field artillery.

24. The director will submit to the commandant an annual report regarding the progress and wants of his school not later than August 20 of each year.

25. A school of gunnery for the special training of gunners for the field artillery will be established and one or more competent officers selected by the commandant not belonging to any battery stationed at the post will be detailed to conduct it.

MISCELLANEOUS.

28. Disbursements of the fund appropriated for the school shall be made only on the written order of the commandant and vouchers shall be taken for all expenditures, one copy of which shall be filed with the school records.

27. The school library shall be maintained separate and apart from the post library.

28. In case of loss or damage to any book, periodical, or map (or other property) belonging to the school the person responsible for such loss or damage shall make the same good by the payment of the damage or the actual cost of the article lost or destroyed. The damage shall be assessed by the secretary of the school, whose action, approved by the commandant, shall be final.

29. All organizations serving at the school shall, as far as practicable, have a full compleinent of officers present.
