at the water's edge at low tide, but the depth of water at the present end of the wharf is the same as it was when the wharf was built, approximately 2.4 feet at mean low water.

15. MEMORIAL TO GEN. ULYSSES S. GRANT.

The sculptor, who is also one of the contractors for the construction and erection of the memorial, completed the full-size plaster model of the equestrian group in April, 1919. This was inspected on the 29th of that month by a committee of the Commission of Fine Arts and the executive officer of the Memorial Commission, as a result of which the Commission of Fine Arts recommended the acceptance of the model. This was approved by the Memorial Commission, and on May 16, 1919, the contractors were paid the amount due under the terms of the contract for the completion of this model.

16. STATUE TO COMMODORE JOHN BARRY.

There were no operations under this heading during the year.

17. ERICSSON MEMORIAL.

By act approved August 31, 1916 (Public No. 245, 64th Cong., vol. 39, Stats. pt. 1, p. 671), Congress authorized the sum of $35,000 for the erection in the city of Washington of a suitable memorial to John Ericsson, the inventor and constructor of the Monitor, said sum to be expended by a commission consisting of the chairman of the Committee on the Library of the Senate, the chairman of the Committee on the Library of the House of Representatives, and the Secretary of the Navy. The act provided that the design and location of the memorial and the plan for the treatment of the grounds connected with its site should be approved by the Commission of Fine Arts. Sundry civil act approved June 12, 1917 (vol. 40, Stats. pt. 1, p. 126), provided the sum of $35,000 for erecting the memorial and authorized the commission to accept and expend such sums as might be donated for the memorial.

At the meeting held on September 17, 1918, the commission appointed the officer in charge of public buildings and grounds as the executive and disbursing officer of the commission and accepted Liberty bonds to the value of $25,000 from the John Ericsson Memorial Committee as a donation toward the construction of the memorial from Americans of Scandinavian descent in this country. This committee, which is composed of citizens interested in the erection of the memorial, subsequently delivered these bonds to the executive and disbursing officer of the statutory commission, who in turn deposited them for safe keeping with the Treasurer of the United States. This committee of citizens has made a tentative selection of a site for the memorial and has also been engaged in considering various designs for the work preparatory to their submission to the commission for approval.
