HARBOR LINES IN PORTAGE LAKE, MICHIGAN.

Under the provisions of act approved June 20, 1890, a Board of Engineers on harbor lines in Portage Lake, Michigan, consisting of Col. 0. M. Poe, Maj. James B. Quinn, and Capt. W. L. Marshall, Corps of Engi neers, was constituted by Special Orders No. 40, Headquarters, Corps of Engineers, July 5, 1890. Report was made under date of December 11, 1890; submitted to the Secretary of War January 2, 1891; approved January 5, 1891. The report was, under the provisions of sections 17 and 18 of river and harbor act approved September 19, 1890, providing for examinations and surveys of certain localities, transmitted to Congress and printed as House Ex. Doc. No. 200, Fifty-first Congress, second session.

HARBOR LINES IN ASTORIA HARBOR, OREGON.

The Board of Engineers on harbor lines for Astoria Harbor, Oregon, consisting of Col. G. H. Mendell, Maj. Thos. H. Handbury, and Capt. Thomas W. Symons, Corps of Engineers, constituted by Special Orders No. 34, Headquarters, Corps of Engineers, June 20, 1890, made report dated April 9, 1891; report submitted to the Secretary of War April 21, 1891; approved April 22, 1891.

BRIDGING NAVIGABLE WATERS OF THE UNITED STATES.

The plans and locations of the following bridges authorized by acts of Congress, having been found to comply with the requirements of said acts, have been approved by the Secretary of War, and copies sent to the officers of the Corps of Engineers in charge of the river and harbor districts in which the bridges are to be built, in order that they might supervise the construction so far as to see that the bridges are built in accordance therewith:

1. Bridge of Winona and Southwestern Railway Company across Mississippi River at Winona, Minnesota.-Act approved August 13, 1888. Plan and location submitted by the company June 2, 1890; approved by the Assistant Secretary of War July 9, 1890; copy sent to Maj. A. Mackenzie, Corps of Engineers, July 15, 1890.

September 7, 1891, Major Mackenzie reported the completion of this bridge.

2. Bridge across Powow River, between the towns of Amesbury and Salis bury, Massachusetts.-The river and harbor act of August 11, 1888, making appropriation for the improvement, by dredging, of Powow River, provides

That this sum shall not be expended until the towns of Amesbury and Salisbury, or either of them, shall have caused such a draw to be placed in the present bridge over said river as may be approved by the Secretary of War.

The same proviso is attached to the appropriation made by the river and harbor act approved September 19, 1890, for improvement of this river.

On March 23, 1889, the construction of a draw of 56 feet width, as proposed by the Berlin Iron Bridge Company March 11, 1889, was ap proved by the Secretary of War. This plan being unsatisfactory to the

town authorities, on March 28, 1889, the Berlin Iron Bridge Company submitted a plan for a leaf draw of 35 feet width, which was approved by the Secretary of War April 10, 1889; Lieut. Col. S. M. Mansfield, Corps of Engineers, was so advised April 11, 1889.

August 25, 1890, the commissioners of Essex County, Massachusetts, to whom the construction of the bridge had been committed by the legislature of the State, submitted a plan for a pivot draw, to be con structed instead of the leaf draw approved by the War Department April 10, 1889. The plan for this pivot draw was approved by the Act ing Secretary of War September 2, 1890, and Lieutenant-Colonel Mausfield was so advised September 4, 1890.

3. Bridge of Clinton and Illinois Bridge Company across Mississippi River near Clinton, Iowa.-Act approved July 16. 1888; amended by act approved March 1, 1890.

Plans for a bridge to be located at Stony Point, submitted by the company February 1, 1889, were afterward withdrawn, and new plans, with location below the bridge of the Chicago and Northwestern Railway Company, submitted in their stead, were disapproved by the Seeretary of War July 16, 1889, as not complying with the law of July 16, 1888.

Plans for a high bridge, to be located at Stony Point, received November 12, 1889, were referred for examination and report to a Board of Engineers, consisting of Lieut. Col. Chas. R. Suter, Maj. A. Mackenzie, and Capt. W. L. Marshall, Corps of Engineers, constituted by authority of the Secretary of War, by paragraph 1, Special Orders No. 10, Headquarters, Corps of Engineers, March 11, 1890. March 31, 1890, the board reported adversely on the Stony Point location and suggested that the bridge be constructed near the existing railway bridge, about a mile below Stony Point. July 17, 1890, plan and location conforming to the report of the Board were submitted by the company. These revised plans were referred to the Board of Engineers, which, under date of July 31, 1890, recommended their approval with certain qualifications. This report was approved by the Assistant Secretary of War August 7, 1890.

Plans submitted August 28, 1890, conforming with the recommenda tions of July 31, 1890, of the Board of Engineers, were approved by the Acting Secretary of War September 22, 1890; copy sent to Maj. A. Mackenzie, Corps of Engineers, September 27, 1890.

January 21, 1891, the company submitted for approval a proposed modification in the plans for the superstructure of certain spans of the bridge; this modification was approved by the Assistant Secretary of War February 10, 1891, and copy of the drawing showing the approved modification was sent to Major Mackenzie March 24, 1891.

June 26, 1891, the company submitted for approval a proposed modification of the arrangement of the east channel span; this modification was approved by the Acting Secretary of War July 10, 1891, and copy of the drawing showing the approved modification was sent to Major Mackenzie July 31, 1891.

4. Bridge of Leavenworth and Platte County Bridge Company across Missouri River between Leavenworth, Kansas, and Platte County, Missouri.-Act approved* February 25, 1889; amended by act approved July 25, 1890.

Under the act of February 25, 1889, which provided for a ponton bridge, plan and location were approved by the Secretary of War June

An act similar to this was approved March 2, 1889.

The act of July 25, 1890, authorized the construction of a pivot drawbridge instead of the ponton bridge provided for by the act of February 25, 1889. Plan and location were submitted by the company Angust 26, 1890; approved by the Assistant Secretary of War September 25, 1890; copy sent to Lieut. Col. Charles R. Suter, Corps of Engineers, October 1, 1890.

5. Bridge of Charleston and South Side Bridge Company across Great Kanawha River at Charleston, West Virginia.-General act providing for construction of bridges across Great Kanawha River approved March 3, 1887.

Plan and location submitted by the company May 28, 1890, were, under the provisions of the act, referred for consideration and report to a Board of Engineers, consisting of Col. Wm. P. Craighill, Maj. D. W. Lockwood, and Capt. Edward Maguire, Corps of Engineers, constituted, by authority of the Assistant Secretary of War, by paragraph 1, Special Orders No. 28, Headquarters, Corps of Engineers, May 31, 1890. The report of the Board, submitted under date of July 11, 1890, was approved by the Acting Secretary of War July 29, 1890. Revised plans for the bridge, submitted by the company August 18, 1890, conforming to the recommendations of the Board, were approved by the Assistant Secretary of War September 26, 1890; copy sent to Col. Wm. P. Craighill, Corps of Engineers, September 30, 1890.

April 20, 1891, Colonel Craighill reported that the bridge was completed in conformity with the requirements of the act, except that the clear height of the main span was five-sixteenths of an inch too low at the Charleston end.

6. Bridge of Oregon Railway Extensions Company across Columbia River near Vancouver, Washington.-Act approved August 29, 1890. Plan and location submitted by the company September 4, 1890; approved by the Assistant Secretary of War September 29, 1890; copy sent to Maj. Thomas H. Handbury, Corps of Engineers, October 7, 1890. 7. Bridge of The South Bound Railroad Company across Savannah River, near Sister's Ferry, Effingham County, Georgia.-Act approved August 7, 1890.

Plan and location submitted by the company August 14, 1890; approved by the Acting Secretary of War November 4, 1890; copy of approved plans sent to Lieut. O. M. Carter, Corps of Engineers, November 6, 1890.

8. Bridge of Houston, Central Arkansas and Northern Railroad Company across Little River, Louisiana.-Act approved August 6, 1888; amended by act approved August 18, 1890.

Plan and location submitted by the company September 9, 1890; approved by the Acting Secretary of War November 5, 1890; copy sent to Capt. J. H. Willard, Corps of Engineers, November 10, 1890.

On account of opposition of the navigation interests to this approved plan, a new plan, for a bridge with a draw, was submitted by the company May 30, 1891; approved by the Assistant Secretary of War June 15, 1891; copy sent to Capt. J. H. Willard, Corps of Engineers, June 17, 1891.

9. Bridge of Wrightsville and Tennille (Tennville) Railroad Company across Oconee River, near Dublin, Georgia.—Act approved May 21, 1890. Plan and location submitted by the company August 12, 1890; approved by the Acting Secretary of War November 17, 1890; copy sent to Lieut. O. M. Carter, Corps of Engineers, November 20, 1890.

10. Bridge of Houston, Central Arkansas and Northern Railroad Company across Ouachita River near Columbia, Louisiana.-Act approved August 6, 1888; amended by act approved August 18, 1890.

Plan and location submitted by the company September 9, 1890, and amended plan and location received November 11, 1890; approved by the Assistant Secretary of War November 25, 1890; copy sent to Capt. J. H. Willard, Corps of Engineers, December 4, 1890.

11. Bridge of Kansas City Terminal Railway Company across Missouri River near Quindaro, Kansas, about 8.6 miles above Hannibal and St. Joseph Railway bridge at Kansas City.-Act approved March 1, 1889; amended by act approved June 28, 1890.

Plan and location submitted by the company October 10, 1890; approved by the Assistant Secretary of War December 1, 1890; copy sent to Lieut. Col. Charles R. Suter, Corps of Engineers, December 15, 1890. 12. Bridge of city of St. Paul, Minnesota, across Mississippi River at St. Paul, Minnesota.-Act approved July 5, 1884; amended by act ap proved August 29, 1890.

13. Bridge of Cable City Bridge Construction Company across Arkansas River at Dardanelle, Arkansas.-Act approved September 30, 1890. Plan and location submitted by the company October 25, 1890; approved by the Assistant Secretary of War December 23, 1890; copy sent to Capt. H. S. Taber, Corps of Engineers, December 30, 1890.

Application dated May 2, 1891, for authority to erect an additional tower for operating the draw was approved, under certain conditions, by the Secretary of War May 16, 1891.

14. Bridge of Houston, Central Arkansas and Northern Railroad Company across Red River at Upper Falls, near Alexandria, Louisiana.-Act approved August 6, 1888; amended by act approved August 18, 1890. The company submitted plan and location September 9, 1890, and amended plan November 8, 1890. Many objections and protests being raised against the proposed location of the bridge, the matter was referred for consideration and report to a Board of Engineers, consisting of Maj. A. M. Miller, Capt. J. H. Willard, and Capt. H. S. Taber, Corps of Engineers, constituted, by direction of the Assistant Secretary of War, by Special Orders No. 82, Headquarters, Corps of Engineers, December 1, 1890. In accordance with the recommendations of this Board, as expressed in its report, dated December 16, 1890, the plan and location were approved by the Assistant Secretary of War December 29, 1890; copy sent to Capt. J. H. Willard, Corps of Engineers, February 3, 1891.

15. Bridge of Macon, Dublin and Savannah Railroad Company across Oconee River at Dublin, Georgia.-Section 7 of the river and harbor act approved September 19, 1890, and act of the legislature of the State of Georgia.

Plan and location submitted by the company November 28, 1890; approved by the Assistant Secretary of War January 27, 1891; copy sent to Lieut. O. M. Carter, Corps of Engineers, March 3, 1891.

16. Bridges of Tacoma, Olympia and Grays Harbor Railroad Company across Chehalis River between Aberdeen and Cosmopolis, Washington, and across Johns River near its confluence with Grays Harbor, Washington.— Section 7 of the river and harbor act approved September 19, 1890, and act of the legislature of the State of Washington.

Plans and locations submitted by the company November 13, 1890;
