Ere man learned To hew the shaft, and lay the architrave, And spread the roof above them — ere he framed The lofty vault, to gather and roll back The sound of anthems ; in the darkling wood, Amid the cool and silence, he knelt down, And offered to the Mightiest solemn thanks And supplication.

Página 127 - State have sold is ninety-two eighty-six one-hundredths per cent., or ninety-two dollars and eighty-six one-hundredths for every hundred dollars of stock. This shows that a six per cent, stock, such as is now required, would doubtless have sold at par, and the bill-holder would have received dollar for dollar for the circulation. Any man may receive deposits, or discount a note, or loan money, or draw a bill of exchange. These, it is admitted, are banking operations. But they are open to all. Those who engage in them enjoy no exclusive privilege. But not so with those who are authorized to issue bank notes to circulate...

The result of these observations had convinced him that these waters do not rise and fall at stated periods, corresponding to the ebb and flow of the tide, but are subject to extraordinary risings, which are independent of the influence of the sun and moon. These risings attracted the attention of the earliest voyageurs in these regions. Charlevoix, who traversed the lakes nearly a century ago, says, in reference to Lake Ontario,...
Página 126 - But there was an attendant evil th^t in the opinion of many outweighed the good. The practice of granting exclusive privileges to particular individuals invited competition for these legislative favors. They were soon regarded as part of the spoils belonging to the victorious party, and were dealt out as rewards for partisan services. There are, however, some places (for example, at the western portion of the Grand Sable) where it may be...
