The cold, wet, or damp weather, which, fucceeded the fhort froft, at the begin 12. ning of the month, feems to have given rife to many putrid fevers, and ulcerated fore-throats. Thefe untoward and prove lingering; though I have not, as yet, met with any fatal cafe. A young lady, about 14 years of age, after having had, for fome days, flight fpecks of ulceration in the throat, was feized with all the 5 fymptoms of a malignant fever: her tongue became dry and brown; a black cruft covered the teeth; her eyes were dull and glaffy; fhe was alternately delirious and comatofe till the 12th day of the fever, when a rash appeared, very much resembling the scarlatina, and was diffufed over the whole body. It continued to the fourteenth day, and then. I disappeared; a complete crifis of the 8 fever took place at the fame time. The 3 fervant who attended was affected with a fimilar fever, three days after the young 2 lady's recovery, but has not had either I the fore throat, or the eruption on the 3 skin.

The measles are now more prevalent than the fmall, pox, or fcarlatina; and have been diffufed to moft of the villages near London: many infants have died of the cough and hectic fever which fucceeds them. According to the bills 2 of mortality, not 200 perfons died of the 3 fmall-pox in the month of November; whereas the number of deaths in July and Auguft was 772. It is to be remarked, that the bills only record the death of one perfon by the fcarlet-fever,. between the 8th and 29th of November, a period during which there occurred many fatal cafes of that disease.

STATE OF PUBLIC AFFAIRS, In December, 1796.

GREAT BRITAIN.

AFTER a fhort adjournment, the House

of Commons re-affembled on the 28th of November. Little bufinefs of confequence was, however, tranfacted till the 2d of December, when the Houfe refolved itself into a Committee of Ways and Means, and the Secretary at War moved the estimates, which gave occafion to much incidental converfation. The moft remarkable points were, Mr. M. A. Taylor's affertion, that the Cavalry Bill was totally unintelligible, and Mr. Pitt's admiffion of the propriety of an Explanatory A&.

The next matter of importance was the Minister's Budget.

On the 7th of December, Mr. Pitt proceeded to fate to the Houfe the probable expenditure of the enfuing year, and the ways by which that expenditure was to be defrayed. He eftimated the expences of the Navy at the round fum of 10,161,000l. and thofe of the Army at 10,913,000l. including extraordinaries. £.

Mr. Pitt next gave an account of the amount of the intereft to be paid upon the loan of 18 millions. This intereft to be provided for at prefent, was no more than 51. 12s. 6d. per cent. per annum; to which might be added the one pound per cent. provided for by Parliament, as a finking fund for the difcharge of the capital, which would make the whole intereft to be provided for, amount to about 61. 15s. for every 100l.; therefore, The whole interest of the 18 mil
