California is the twenty-first state of the Union in point of population, having a total of 2,000,000 inhabitants of whom 95 per cent are white. Of this number 22 percent are foreign born. The percentage of illiteracy of the entire population is 4.8 per cent, the state ranking sixteenth in this respect. The educational system of the state is as follows:
