Lansing, Tuesday, April 4, 1911.

2 o'clock p. m.

The Senate met pursuant to adjournment and was called to order by the President.

Religious exercises were conducted by Rev. Fr. L. I. Brancheau, of St. Mary's church, Lansing.

The roll of the Senate was called by the Secretary.
The following Senators were present:

Messrs. Barnaby, Bradley, Cartier, Collins, Conley, Foster, Fowle, Freeman, James, Kingman, Kline, Lee, Leidlein, Mapes, Miller, Moriarty, Murtha, Newton, Putney, F. D. Scott, G. G. Scott, Snell, Taylor, Vanderwerp, Vaughan, Walter, Watkins, Weter, White and Wiggins—30.

The following Senator was absent with leave: Mr. Rosenkrans-1. The following Senator was absent without leave: Mr. Ward-1.

Mr. Taylor moved that the absentee without leave be excused from today's session.

The motion prevailed.

ANNOUNCEMENTS FROM THE SECRETARY.

The Secretary announced that the following bill had been printed and that it was presented to the Governor for approval April 4:

Senate bill No. 107 (file No. 97, enrolled No. 27).

PRESENTATION OF PETITIONS.

Petition No. 545. By Mr. Ward: Petition of W. H. Russell and 20 other citizens of Gratiot county, in favor of the initiative and referendum.

The petition was referred to the Committee on Judiciary.

Petition No. 546. By Mr. James : Petition of Arthur Carlson and 27 other citizens of Baraga county, on the same subject.

Petition No. 547. By Mr. James : Protest of W. L. Mason and 40

other citizens of Baraga county, against the passage of the Fowle mort

gage tax bill.

The protest was referred to the Committee on Taxation.

Petition No. 548. By Mr. Moriarty: Resolution of the Board of Supervisors of Gogebic county, in favor of the passage of the bill providing for a uniform bounty on wolves in the counties of this State.

The resolutions were referred to the Committee on Gaming Interests.

Petition No. 549. By Mr. Fowle: Petition of the Menominee Commercial Club, of Menominee, in favor of the passage of the SymondsLucas bill providing for a uniform railroad passenger rate throughout the State.

The petition was referred to the Committee on Railroads.

Petition No. 550. By Mr. Fowle: Petition of H. T. Emerson, Mayor of Menominee, and 120 other citizens of Menominee county, on the same subject.

Petition No. 551. By Mr. Fowle: Petition of Lucien E. Scott and 30 other citizens of Menominee, on the same subject.

Petition No. 552. By Mr. Fowle: Resolutions of the Common Council of the village of Newberry, Luce county, against the passage of the Field bill regulating the distribution of liquor license moneys.

The resolutions were referred to the Committee on Liquor Traffic.

Petition No. 553. By Mr. Kline: Protest of Angus Kinney and 120 other residents of the village of Temperance, Monroe county, against the passage of House bill No. 383, relative to the regulation of the liquor traffic.

The protest was referred to the Committee on Liquor Traffic.

REPORTS OF STANDING COMMITTEES.

The Committee on Military Affairs reports
Senate bill No. 407 (file No. 382), entitled

A bill to provide for the management and control of the military museum and old battle flags;

With the following amendments thereto:

1. By striking out of lines 2 and 3 of section 2 the words "the old soldiers” and inserting in lieu thereof the words "three veterans.”

2. By inserting in line 3 of section 2 after the word “the” and before the word "Grand" the words "department commander."

Recommend that the amendments be concurred in, and that when so amended the bill pass.
