No active projects are at present before the commission in the District of Columbia and in the following States: Delaware, Indiana, Kansas, Louisiana, Massachusetts, Mississippi, Nebraska, New Hampshire, New Jersey, North Dakota, Oklahoma, Rhode Island, Texas, and Vermont.

This table includes 12,585,699 primary horsepower and 17,145,945 estimated installed horsepower on the Colorado River and its tributaries and 3,367,280 primary horsepower and 4,300,000 estimated installed horsepower on the St. Lawrence River on which action has been suspended.

Action During the Year.

During the year formal action was taken by the commission on 54 cases, in 12 of which licenses were authorized and in 11 of which preliminary permits were authorized, the remaining 31 involving a variety of actions, including amendment, termination, and transfer of licenses, rejection of applications, and amendment of preliminary permits. Final action was taken by the commission's staff in 113 other cases that did not require formal consideration by the commission under the provisions of existing orders.

Eighty-six applications were referred to the three executive departments for investigation, and 87 reports were received during the year. The following table shows the distribution of field work among the three departments:

Up to June 30, 1930, the commission had authorized 212 preliminary permits and 499 licenses, 17 preliminary permits and 91 licenses having been authorized or issued during the fiscal year and 1 license not yet issued having been authorized during a previous year. During the year 6 preliminary permits expired, 1 was canceled, and 6 were superseded by license. There were outstanding at the close of the period 51 preliminary permits, including 4 for projects partly under license, representing an installation capacity of 5,892,740 horsepower and primary capacity of 2,560,795 horsepower. Ten licenses were surrendered during the year, 1 expired, and 1 was terminated by action of the commission. Of the 449 license authorizations outstanding, 107 are for major projects and 342 for minor projects or for minor parts of complete projects. These licenses represent an installed capacity at the present time of 2,627,362 horsepower and an estimated possible ultimate installation of 6,826,260 horsepower.

Of the preliminary permits authorized during the year, one to Holston River Power Co. contemplates the construction of three dams on the Holston River in Tennessee to develop about 74,000 horsepower for industrial and public-utility purposes. A permit was issued to J. Smith Lanier and associates for a development on the Chattahoochee River which it is estimated will develop 45,000 horsepower and also afford a considerable degree of flood protection to West Point, Ga., a short distance downstream from the proposed dam site. Both Inland Power & Light Co., previously mentioned, and Washington Electric Co. were granted preliminary permits, the latter for a project on Columbia River below Wenatchee, Wash.,

involving the construction of a dam and an ultimate installation of 192,000 horsepower.

Among the principal licenses authorized during the year was that to Rocky Mountain Power Co. for a project on Flathead River and Lake on the Flathead Indian Reservation, Mont. The license authorizes the construction of a dam and power house designed to regulate the level of Flathead Lake and to develop 150,000 horsepower under conditions favorable to the interests of the Indians and of the adjacent irrigation district. Licenses, pursuant to the preliminary permits previously issued, were granted to Inland Power & Light Co. and Washington Electric Co. Pursuant to its application earlier in the year, license was issued to Safe Harbor Water Power Corporation for its development on the Susquehanna River, Pa. Constructon work in the foregoing cases under license is now in progress. In addition, licenses were authorized for hydroelectric developments proposed by four separate municipalities—namely, Hyrum City, Utah; Sandpoint, Idaho; Allegan, Mich.; and Ottumwa, Iowa.
