Art. III. If circumstances permit, the Government has power, before July 31, 1854, to rescind Art. II. Art. IV. The present law shall come into operation on the day after its publication. Given at Laeken, December 31, 1853. LEOPOLD. POTATOES AND DRY VEGETABLES. By Royal ordinance, October, 1853, the exportation of potatoes and dry vegetables is prohibited from October 15, 1853. THREAD. Some thread, made at Hainault and Brabant, has actually been spun by hand of so exquisite a texture as to be sold at the rate of 10,000 francs, or upwards of 4001. for a single pound weight. Cor. COTTON TISSUES IN BOND. By Royal edict, October 10, 1853, the temporary withdrawal from bond in Belgium, is allowed under certain conditions prescribed by the finance department, of cotton tissues destined to be bleached, dressed, printed, or dyed in that country. MONEYS. The money of Belgium, as also the value, is the same as in France. The Bank of Belgium issues notes of a 1,000, 500, 100, and 20 francs, which are equally current with gold and silver. In the State balance-sheet for 1853 there is, as usual, a difference made between the ordinary and extraordinary receipts and expenses; but, as these nice distinctions only serve to make the statement complicated, they will be passed over in silence. The receipts for 1853 were 237,136,993 florins, which is 10,771,885 florins more than in the preceding year. The expenditure in 1853 was 293,960,628 florins, which is 14,148,189 florins more than in the preceding year.
