By the Right Honourable the Lords of the Committee of the
Privy Council on Education.

Presented to both Houses of Parliament by Command of Her Majesty.

Read

The following extract from Article 52 in the Code of Minutes and Regulations dated 30th January 1864

"The grant is reduced

(c.) By its excess above,

1. The amount of school fees and subscriptions; or,
2. The rate of 15s. per scholar according to the average
number in attendance,

(d) By the amount of any annual endowment."

That so much of Article 52 as declares, that the grant shall be reduced by the amount of any annual endowment, should not apply to small rural schools (Article 133),†† but that, in such schools, the grant and the endowment together must not exceed the rate of 15s. per scholar, according to the average number of scholars in attendance throughout the year (Article 17).†

†17. The year is reckoned as ending with the last day (inclusive) of the month preceding that fixed for the Inspector's annual visit.

Rev. R. Hobhouse to the Secretary of the Committee of Council on Education.

Sir, I AM desirous of reverting, for the purpose of clearing up one point, to the correspondence which took place between you and myself in the spring of the year, respecting the salary, &c., of the master of this school; the last letter of which is dated by you the 25th of April.

That correspondence has since been printed by Order of the House of Commons. In some discussions which took place previously to its being printed, it became apparent that the managers of this school were supposed to have held that, in case of the Government grant not amounting to the sum heretofore due to the master upon his certificate, the deficiency in such amount should be made good by the Committee of Council.

We have not, however, ever held that the Committee of Council should make good any deficiency to the master; (except it was his gratuity for instructing the pupil teacher). We acknowledge ourselves liable to make up to him his "due payment," if his salary and his lien do not make it up. What we have held is, that, after the master's "first charge" (Art 51 b) has been satisfied out of the Government grant, the pupil teacher's "second charge (Art 54) should next be met; and that if the grant should be insufficient to meet the second after satisfying (or being absorbed by) the first, then the deficiency in the second should be made up to the pupil teacher, and to the master for instructing him (5.), by the Committee of Council (Art 54).

It is true, however, that in our agreement* with the Master (a copy of which I sent you on the 21st of March last), we did not provide for the event of the Government grant falling short of the amount of his certificate money, and being therefore insufficient to meet the "first charge." Our not doing so was an oversight, which, since it became apparent, we have remedied by a supplementary agreement. A copy of this, as you desired to see the original agreement, I beg leave now to enclose.

WHEREAS in the agreement made between us, the undersigned, on the seventh day of March last past, the contingency was not provided for of the Government grant to St. Ive School falling short of the sum of 21 l. 10s. Therefore, I, Reginald Hobhouse, do now hereby
