CITY OF CLEVELAND To the Council of the City of Cleveland, City. Gentlemen: I am transmitting for your consideration an ordinance providing for submission to the people for approval or rejection at the next general election a deficiency bond issue in the sum of $2,500,000.00. This action is made necessary because of the steady increase in cost of local government and the abnormal industrial conditions which have prevailed throughout the country since the inauguration of the war. Circumstances affecting the employment of men have so completely changed during the past few years that the city is unable, with its present income, to meet the cost of labor and materials required for public necessity. At my request the director of finance has prepared a statement showing the cost of labor and materials in the year 1915 as compared with similar commodities in the year 1918. This investigation shows that the increase in wages in 1918 over 1915 is 20% while increase in the cost of supplies during 1918 over 1915 is 29%. Notwithstanding these increases in cost of operation the income of the city for the year 1918 will be 1% less than during the year 1915. I realize that the many demands now being made for increase in wages of the city employees, including members of the police and fire departments, are entirely justified in view of the present high cost of living and it has given me considerable concern as to how devise a method whereby sufficient revenue could be secured to make these increases possible. Under the present cost of city operations all of the available revenue which the city receives from various sources will be practically exhausted by the middle of September and steps must be taken at once looking toward financial relief. I have heretofore refrained from recommending a deficiency bond issue in the hope that the state legislature would enact some law affording financial relief to all of the cities in this state confronting the same problem as Cleveland. I have used my utmost endeavors with the governor to have the legislature meet in special session and consider this matter but without success. Cleveland has outstanding, at this time, short time certificates of indebtedness issued under authority of state law in the sum of $2,400,000.00. By public approval these short term certificates may be absorbed as deficiency bonds thereby transferring the present six months obligations into bond and thus giving the city the power to issue additional certificates as necessity may require. a The immediate future does not promise any prospect for reduction in the price of labor or the price of materials and if the city of Cleveland is to carry on its activities and perform those functions of government which are absolutely necessary its officials must be furnished with sufficient finances in order that To the Honorable Council of the City of Cleveland.
