When veto overruled.

Supervisory control.

act to promote the efficiency of the government of the state, to create a state administrative board, to define the powers and duties thereof, to provide for the transfer to said board of powers and duties now vested by law in other boards, commissions, departments and officers of the state, and for the abolishing of certain of the boards, commissions, departments and offices, whose powers and duties are hereby transferred," are hereby amended to read as follows:

SEC. 2. Said board shall have power to adopt rules and regulations governing its procedure, to provide for the calling and holding of regular and special meetings, and for the general conduct of its business and affairs. Five members shall constitute a quorum for the transaction of business, but a less number may adjourn from time to time. Any action of said board shall require a concurring vote of a majority of the quorum present, and shall be final. subject to the governor's veto, unless reconsidered or rescinded at a subsequent meeting thereof at which there shall be present as many members as were present when such vote was taken. The governor may veto any action of the board at any time within ten days after its passage, provided however, that by a concurring vote of five members of said board, taken within ten days after the exercise of said veto, the veto of the governor may be overruled. Said board shall also direct the manner in which orders made by it shall be served, and it may also employ and fix the compensation of such agents and assistants as may be necessary to carry out any of the duties imposed by this act. The compensation of all employees of the board, whether employed under this section or under any other section of the act, shall be paid from the state treasury in the same manner as compensation of any other state employees is paid. Expenses necessarily incurred by any member of the board or by any of its employees while traveling in the performance of any of its duties hereby imposed shall likewise be paid in the same manner as are the expenses incurred by other state officers and employees.

SEC. 3. The state administrative board shall exercise general supervisory control over the functions and activities of all administrative departments, boards, commissioners and officers of the state, and of all state institutions. Said board may in its discretion intervene in any matter touching such functions and activities and may, by resolution or order, advise or direct the department, board, commission, officer or institution concerned as to the manner in which the function or other activity shall be performed, and may order an interchange or transfer of employees between departments, boards, commissions and state institutions when necessary. It is hereby made the duty of each and every official and employee connected with any administrative department, office or institution of the state to follow the direction or order so given; and to perform such services in the carrying out of the purposes and intent of this act as may be required by the board.

Failure so to do shall be deemed to constitute malfeasance
in office and shall be sufficient cause for removal.

AN ACT to authorize and empower the board of supervisors of any county holding in trust the property of any agricultural society organized under any law of the state, to purchase and acquire all or any part of the beneficial interest of such agricultural society in such property or any part thereof so held in trust, and to have and hold such property in fee.

AN ACT to make appropriations for the executive office, for the fiscal years ending June thirty, nineteen hundred twentyeight, and June thirty, nineteen hundred twenty-nine, for maintenance and operation.

The People of the State of Michigan enact:

SEC. 3. All fees or other moneys received by said executive office shall be forwarded to the state treasurer each month and shall be by said treasurer deposited in the state treasury to be disbursed in such manner and for such purposes as may be provided by law.

AN ACT to make appropriations for the circuit judges of Michigan, and the judge of the superior court of the city of Grand Rapids, for the fiscal years ending June thirty, nineteen hundred twenty-eight, and June thirty, nineteen hundred twenty-nine, for maintenance and operation.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated from the general fund for the circuit judges of Michigan, and the judge of the superior court of the city of Grand Rapids, for the fiscal year ending June thirty, nineteen hundred twenty-eight, the sum of three hundred thirty-six thousand six hundred dollars, and for the fiscal year ending June thirty, nineteen hundred twen ty-nine, the sum of three hundred thirty-six thousand six hundred dollars, for the purposes and in the specific amounts as follows:

SECTION 1. There is hereby appropriated from the general fund for the fiscal year ending June thirty, nineteen hundred twenty-seven, the sum of six thousand dollars to defray the expenses of the reunion of the Grand Army of the Republic, to be held in Benton Harbor in nineteen hundred twenty

seven.

The state administrative board shall determine the times when and the amounts thereof which the condition of the general fund of the state will warrant making expendi tures therefrom against the appropriations herein authorized. There is hereby appropriated from the general fund for the fiscal year ending June thirty, nineteen hundred twenty-eight, the sum of ten thousand dollars to defray the expenses of the reunion of the National Grand Army of the Republic, to be held in Grand Rapids in nineteen hundred twenty-eight.

SEC. 2. The state administrative board shall determine the times when and the amounts thereof which the condition of the general fund of the state will warrant making expenditures therefrom against the appropriations herein authorized. Approved April 2, 1927.
