AN ACT to amend section forty-six-d of chapter two of act number three hundred fourteen of the public acts of nineteen hundred fifteen, entitled "An act to revise and consolidate the statutes relating to the organization and jurisdiction of the courts of this state; the powers and duties of such courts, and of the judges and other officers thereof; the forms of civil actions; the time within which civil actions and proceedings may be brought in said courts; pleading, evidence, practice and procedure in civil actions and proceedings in said courts; to provide remedies and penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with, or contravening any of the provisions of this act," as added to said act by act number fifty-four of the public acts of nineteen hundred nineteen.

The People of the State of Michigan enact:

SECTION 1. Section forty-six-d of chapter two of act number three hundred fourteen of the public acts of nineteen hundred fifteen, entitled "An act to revise and consolidate the statutes relating to the organization and jurisdiction of the courts of this state; the powers and duties of such courts, and of the judges and other officers thereof; the forms of civil actions; the time within which civil actions and proceedings may be brought in said courts; pleading, evidence, practice and procedure in civil actions and proceedings in said courts; to provide remedies and penalties for the violation of certain provisions of this act; and to repeal all acts and parts of acts inconsistent with, or contravening any of the provisions of this act," as added to said act by act number fifty-four of the public acts of nineteen hundred nineteen, is hereby amended to read as follows:

SEC. 46d. There shall be one additional judge in the judicial circuit in which the county of Oakland is or may be situated, the same now being the sixth judicial circuit, making in all three circuit judges in said sixth judicial circuit. The additional office of circuit judge created by this act shall be deemed vacant from and after the day when this act shall

take effect and such vacancy shall be filled by appointment
of the governor until the next general election in November,
nineteen hundred twenty-eight, and until a successor is elected
and qualified. The judge so appointed shall qualify and enter
upon the discharge of his duties within ten days after his
appointment and continue until his successor shall be elected
and qualified.

This act is ordered to take immediate effect.

AN ACT to authorize the board of education of cities having a population of five hundred thousand or over and comprising a single school district, to establish, acquire and maintain colleges and other institutions of higher education.

It also shall have power to make rules and regulations relative to the hours of study and the conduct of students both within and without said schools, relative to matriculation, tuition and expense charges and anything whatever that may advance the interests of education, the good government and prosperity of said institution, and it may exercise the powers as fully and completely as if said institutions were privately owned and controlled.

SEC. 5. It may give to any college it is or may be authorized to establish or maintain, any name it desires, or change the name thereof as it may desire, but it shall not adopt the name of any other college in operation in the state of Michigan, or of any living individual.

AN ACT to make appropriations for various state institutions for the fiscal years ending June thirtieth, nineteen hundred twenty-eight, and June thirtieth, nineteen hundred twentynine, for land, buildings, improvements and equipment therefor.

The People of the State of Michigan enact:

SECTION 1. There is hereby appropriated from the general fund for the several state institutions as hereinafter specified and for the fiscal year ending June thirtieth, nineteen hundred twenty-eight, the sum of two million two thousand five hundred dollars, and for the fiscal year ending June thirtieth, nineteen hundred twenty-nine, the sum of one million eight hundred eighty-three thousand one hundred sixty-four dollars and seventy-nine cents, for the purposes and in the specific amounts as follows:

Each of the above named said amounts shall be used solely for the specific purposes herein stated, subject to the general supervisory control of the state administrative board.
