THE WESTCHESTER ELECTRIC RAILROAD COMPANY. STATEMENT OF EXTENSIONS.

Statement of the names and descriptions of the streets, roads and highways in which it is proposed to extend the road of the Westchester Electric Railroad Company, a corporation organized since May 6, 1884 (to wit, on March 27, 1891), for the purpose of building and operating a street surface railroad.

Beginning at a point on Jefferson street in the City of Mount Vernon, Westchester County, New York, on the boundary line between the former village of Mount Vernon and the Town of Eastchester, said Jefferson street at that point also formerly being known as "The Boulevard"; thence along said Boulevard or Jefferson street in an easterly direction to its intersection with the west line of the Town of Pelham. The said Boulevard of Jefferson street between the points above mentioned is a public highway and previous to the incorporation of the City of Mount Vernon was entirely within the Town of Eastchester, but is now within the limits of said City of Mount Vernon.

Also the Boulevard last above mentioned beginning at its intersection with the present easterly city line of the City of Mount Vernon; thence along said Boulevard in an easterly direction to Wolf's Lane; thence northerly along Wolf's Lane to the station of the New York, New Haven & Hartford Railroad Company at Pelhamville; thence easterly and through the private property of Messrs. Corlies and others and the Pelham Heights Company to a point in the Boston Post Road at its intersection with the westerly boundary line of the village of New Rochelle. The said boulevard from the easterly boundary line of said City of Mount Vernon to Wolf's Lane and Wolf's Lane from said Boulevard to the New York, New Haven & Hartford Railroad station at Pelhamville are public highways entirely within the Town of Pelham; the

route from said last mentioned railroad station to a point on the Boston Post Road at its intersection with the westerly line of the village of New Rochelle is over streets or avenues which are the pri vate property of said Corlies and others and the Pelham Heights Company and lie entirely within the Town of Pelham.

Also the Boston Post Road beginning at its intersection with the westerly line of the village of New Rochelle; thence continuing along said Boston Post Road to its intersection with the Westchester turnpike; thence along said Westchester turnpike to its intersection with Drake avenue; thence along said Drake avenue to its intersection with Pelham Road; thence along said Pelham Road to its intersection with Neptune street. The said Boston Post Road and Westchester turnpike and Drake avenue and Pelham Road last above referred to are public highways and between the points specified herein are located entirely within the village of New Rochelle.

IN WITNESS WHEREOF, and by order of the Board of Directors of said Westchester Electric Railroad Company, the undersigned President and Secretary of said company have signed their names and affixed the corporate seal of said company hereto this twenty-fourth day of October, 1892.

I have compared the preceding with the Certificate of Extension of Route of The Westchester Electric Railroad Company, filed and recorded in this office on the twenty-seventh day of October, 1892, and do hereby certify the same to be a correct transcript therefrom and of the whole thereof.

Resolution of Common Council of City of Mount Vernon, granting consent to construction of road under terms of Consent (11) of September 3, 1891.

The Special Committee on Railroads appointed by Acting Mayor Anderson on October 18, 1892, under a resolution adopted by the Common Council at its regular meeting held that day and to which committee was submitted the papers of the Westchester Electric Railroad Company which it claimed showed that it had complied with the conditions of its franchise granted by the Board of Trustees of the Village of Mount Vernon, on September 3, 1891, and which company thereafter received an extension of six months within which to secure the necessary contracts, franchises, &c, to commence the construction of its road from Getty Square, in Yonkers, to Long Island Sound, would respectfully report as follows:

Your Committee is of the opinion that said company has complied with the terms and conditions. of its franchise granted to it by the Board of Trustees of the Village of Mount Vernon, in so far as it was necessary to obtain the consents of the local authorities of the Village of New Rochelle, the Town of Pelham and the Town of Eastchester.

Regarding the contract which the company claims it has with the Yonkers Railroad Company and which the President of said Yonkers Company has personally assured this Committee that it had to run its cars over the tracks of the Yonkers Company at least as far west as Getty Square. This Committee has been furnished with a copy of the resolution passed by the Yonkers Railroad Company to the effect that the Yonkers Company proceed forthwith to lay its track through Yonkers avenue to the Bronx river, and that when such

track is completed cars shall be run from Getty Square to Long Island Sound, but no documentary proof has yet been submitted to this Committee showing the exact terms of any binding contract between said Westchester Electric Railroad Company and said Yonkers Railroad Company.

But this Committee, notwithstanding the fact that it has not yet been furnished with such documentary proof, believes proof, believes it to the best interest of this city that the said Westchester Electric Railroad Company be not hindered or delayed in the construction of its road through this city and therefore would respectfully recommend the adoption of the following resolution:

Resolved, That the Westchester Electric Railroad Company be given the consent of the Common Council to immediately begin the construction of its road on the route specified in the franchise originally granted to it by the Board of Trustees of the Village of Mount Vernon, September 3, 1891, and for that purpose it be permitted to open the streets to lay its tracks and erect its poles, upon the condition that said company shall forthwith file with the Clerk of this City the bond specified in the third paragraph of the conditions in said. franchise mentioned, and upon the further condition that the company will agree to put up iron posts along their route from the Bronx river to Fourth avenue and Third street, and will allow the Common Council to designate where all switches. and turn-tables are to be located along such route, and in what part of a street or avenue through which such tracks may run they shall be laid-that is, whether in the center or on the side of such street or avenue--and that this resolution shall be binding only upon the acceptance thereof by said company as a part of the terms of the original franchise.
