By Mr. De Mott: A petition of Abigail Walkins, of the town of Galen, county of Wayne, and State of New York, widow of Seth Walkins, deceased, who was a soldier of the revolutionary war, and a pensioner of the United States, praying for a pension under the act allowing pensions to the widows of revolutionary soldiers.

By Mr. Albert Smith: A petition of Anna Giffin, widow of Benjamin Farnam, who was a soldier of the United States in the war of the Revolution, praying for a pension under the act of the 4th July, 1836, to commence on the 4th of March, 1831, on account of the services of her late husband in the war of the Revolution.

By Mr. Ficklin: A petition and other papers of Robert Gill, of Clark county, and State of Illinois, praying for a pension for services performed as a soldier of the United States in the army during the war of the Revolution.

By Mr. Tibbatts: The petition of Sarah Hammond, of Fleming county, State of Kentucky, widow of John Hammond, a soldier of the Revolution, praying for a pension-heretofore presented February 27, 1844.

By Mr. Lewis: The petition of Nathaniel Bird, of the State of New York, a soldier of the Revolution, and a pensioner of the United States, praying the passage of an act granting him a pension from the time his pension was suspended, on the 1st May, 1820, until his name was again restored to the pension roll, on the 26th April, 1832-heretofore presented December 12, 1837.

Ordered, That the said petitions be referred to the Committee on Revolutionary Pensions.

By Mr. Julius Rockwell: A memorial of Elisha Deming, of the village of Chester, in the State of Massachusetts, an invalid pensioner of the United States, praying for arrears of pension on account of his services as a soldier of the United States in the war of 1812 with Great Britain. By Mr. De Mott: A petition of Elijah Buchanan, an invalid pensioner of the United States, praying the passage of an act granting him the back pension from the passage of the invalid pension act to the 21st May, 1845, on account of wounds and disabilities incurred by him as a soldier of the United States in the war of 1812 with Great Britain.

By Mr. Trumbo: A petition and other documents of James Fugate, of the county of Bath, and State of Kentucky, praying a pension on account

of wounds and disabilities incurred by him as a soldier of the United States in the year 1813 in the war with Great Britain.

By Mr. Delano: A petition of Jonathan Neereamer, of the city of Columbus, and State of Ohio, praying Congress to grant him a pension for wounds and disabilities incurred by him in the service of the United States in the war of 1812 with Great Britain.

Miller, a lieutenant of the United States navy, praying to be relieved from the operation of the 4th section of the act of the 3d March, 1845, making appropriations for civil and diplomatic expenses of government, &c.: which was referred to the Committee on Naval Affairs.

By Mr. Daniel P. King: A memorial of citizens of Beverly, in the State of Massachusetts, praying the passage of an act whereby a congress of nations may be assembled to form a code of international law: which was referred to the Committee on Foreign Affairs.

A message was received from the President of the United States, by James K. Walker, his private secretary, notifying that the President had approved and signed an enrolled joint resolution (No. 2) for the admission of the State of Texas into the Union.

A message from the President of the United States, heretofore received, was read, and is as follows:

WASHINGTON, December 22, 1845.

I transmit to Congress a communication from the Secretary of State, with a statement of the expenditures from the appropriation made by the act entitled "An act providing the means of future intercourse between the United States and the government of China, approved the 3d of March, 1843.
