REPORT. To the Honorable the General Assembly of the State of Rhode Island: The Board of Harbor Commissioners respectfully submits its Twenty-First Annual Report. APPOINTMENT TO THE BOARD. At the May Session of this General Assembly, His Excellency the Governor, with the advice and consent of the Senate, reappointed Alfred W. Kenyon, of Richmond, to serve as Harbor Commissioner for a further term of three years from the first of July. HARBOR LINES. A harbor line for a distance of about two miles along the shore at Bristol, referred to in the last annual report as having been designed, was approved by Resolution No. 11, passed May 15, 1896. The harbor line between Fox Point and the railroad bridge at India Point, established in January, 1865, was modified by an act passed October 2, 1896, (Chap. 424) so that for a distance of about 382 feet the line was made straight opposite the adjoining wharf properties of Hope B. Russell and Nathan B. Waldron, where formerly there had been three lines. OBSTRUCTION, ENCROACHMENT AND DUMPING. The usual vigilance has been required during the year to regulate dumping and prevent injurious encroachment in tide waters. Inspectors to be paid by private parties have been appointed by the Board as heretofore to accompany scows to the dumping ground and see that the material is properly placed. The Dorrance street wharf in Providence, was repaired and extended without the assent of the Harbor Commissioners, so as to make an encroachment of several feet beyond the harbor line. The attention of the Attorney General was called to the matter. LICENSES, ETC. Licenses have been granted during the year for structures in the public waters as follows: No. 227. January 8, to R. W. Comstock to relay a sea-wall at his wharf next north of Silver street on the east side of Providence river. No. 228. January 29, to F. W. Griswold and E. W. Wood to build a sea-wall on the west side of Warwick cove in Pawtuxet, in the slip between Lawn avenue and Spring Garden street. No. 229. February 19, to the New York, New Haven and Hartford Railroad Company to repair their wharf at the Wilkesbarre Pier in East Providence. No. 230. February 26, to H. S. Quimby to erect a dolphin for temporary use on the flats south of Wilkesbarre Pier in East Providence. No. 231. March 25, to Charles Pay & Co. to renew broken piles at their wharf on South Water street near Sovereign street in Providence. No. 232. April 2, to Horace H. Dodge to build a stone founda tion for a planing mill at the south-east corner of Fremont and Gano streets, in Providence. No. 233. April 22, to J. A. Dailey & Son to drive piles at Fox Point wharf in Providence, for the Providence and Stonington Steamship Company. No. 234. May 6, to the Corinthian Yacht Club to build an extension to their club house on the westerly side of Providence river near the foot of Seymour street in Providence. No. 235. June 3, to the City of Providence, Edwin D. McGuinness, Mayor, to build a rip-rap wall and to fill in Blackstone avenue from Hamilton avenue to Irving avenue on the westerly side of Pawtucket river, in Providence. No. 236. June 3, to George Gerhard to drive piles at the Bullock's Point wharf on the east side of Narragansett Bay. No. 237. June 17, to the Rhode Island Yacht Club to build a pier near their boat-house north of Ocean street, Pawtuxet. No. 238. June 24, to the City of Providence to construct a crib and sewer outlet about a thousand feet west of and inside the harbor line near Sassafras Point. No. 239. July 1, to the Providence, Fall River and Newport Steamboat Company to drive piles at their dock on Dyer street in Providence. No. 240. July 8, to the Providence, Fall River and Newport Steamboat Company to drive piles for repairing their wharf at Riverside. No. 241. July 15, to R. E. Thornton to build a sea-wall and fill behind it opposite his property at Pawtuxet. No. 242. July 29, to the Providence, Fall River and Newport Steamboat Company to drive piles at their Crawford street wharf in Providence. No. 243. July 29, to J. A. Dailey & Son to drive piles at Old Maid's Cove near Field's Point in Providence, for temporary use. No. 244. July 29, to James McKinnon to drive piles in front of his lot at the corner of Goff street and Allen's avenue in Providence. No. 245. August 26, to J. A. Dailey & Son to drive new piles and change the position of old piles at the wharf of the Eben Simmons estate, north of Point street on the west side of the Providence river in Providence. No. 246. August 26, to the Providence Coal Company to drive piles for coal pocket foundations at their wharf near Dyer street in Providence. No. 247. September 16, to Saunders & West to build a pile wharf opposite their property in Bristol. No. 248. September 30, to Charles B. Reynolds to build a fishhouse extending over the northerly side of his wharf at the foot of Main street in Wickford. No. 249. September 30, to Reuben G. Holmes to build an addition to his wharf near Allen's avenue at the foot of Blackstone street in Providence. No. 250. October 5, to Reuben G. Holmes to build a bridge wharf and fill certain flats adjoining thereto near Allen's avenue at the foot of Blackstone street in Providence. No. 251. October 7, to Hope B. Russell to remodel the front of her wharf near India street opposite Ann street in Providence. No. 252. October 7, to the Neptune Boat Club to build an addition to the Connery wharf near Constitution street in Bristol and to drive a line of piles around the wharf. No. 253. October 21, to D. Goff & Sons to build a temporary coffer-dam in the river below Main street in Pawtucket. No. 254. December 2, to the Newport & Wickford R. R. and Steamboat Company to drive piles for repairing and strengthening their wharf at Wickford. No. 255. December 23, to J. A. Dailey & Son to drive fender piles at Hill's wharf on the west side of Providence river south of Crary street in Providence. No. 256. December 23, to R. B. Little & Co. to repair their wharf on the west side of Providence river next south of Point street in Providence. Assent has been given as follows: 1. May 6, to William Gregory to build shears on his wharf at the head of navigation, and on the east shore near Hamilton avenue in Wickford. 2. June 3, to George Gerhard to widen bridge in Bullock's cove and to drive mooring piles. Also to drive spring piles at the head of Bullock's Point landing. 3. July 8, to the Providence, Fall River and Newport Steamboat Company to drive piles at the wharf at Rocky Point in Warwick. 4. July 29, to the town of East Greenwich to lay an outlet pipe for sewage into the tide waters of Greenwich cove at the foot of King street in East Greenwich. COUNTY OF NEWPORT.
