The subcommittee met, pursuant to call, at 10.30 o'clock a. m., the committee room, Capitol, Senator Frederick Hale presiding. Present: Senators Hale (chairman), Keyes, Ball, Pepper, Swanson, and Broussard. The subcommittee thereupon proceeded to the consideration of the bill (H. R. 6820) making appropriations for the Navy Department and the naval service for the fiscal year ending June 30, 1925, and for other purposes. STATEMENT OF HON. THEODORE ROOSEVELT, ASSISTANT SECRETARY OF THE NAVY. The CHAIRMAN (Senator Hale). The naval appropriation bill, which has just passed the House, is now before us. Extensive hearings have been held on all matters that are in the bill. As far as possible in the hearings that are coming up now we would like to eliminate duplication of testimony; and where statistics and tabulations have been made and are included in the records of the House hearings, wherever possible I think it would be well to refer to them according to the page on which they appear in the House hearings, and not insert them in the Senate hearings. Of course, if you have new matter to bring up that was not taken up in the House, we want full testimony on it. In cases where the House has increased the amount estimated by the Budget we would like to hear from you as to the value of such increases, and as to whether you think they are necessary for the good of the Navy. In cases where the House has cut down the estimates we would like to hear from you as to whether or not such cuts are detrimental to the Navy, and your reasons. Assistant Secretary ROOSEVELT. All right, Senator. OFFICE OF THE SECRETARY, SALARIES, SECRETARY'S OFFICE, NAVY DEPARTMENT. The first thing we come to is under "Office of the Secretary of the Navy," on page 2. Senator HALE. That, I understand, Mr. Secretary, is a case where the salary of the Assistant Secretary of the Navy is increased $2,500. This was done on the recommendation of the House committee.
