with the considerable labor of the order and issue of supplies and preparation of subsistence accounts. This method has been lately introduced upon the disinfecting steamer Sanator, and is a distinct advantage; fuel, ice, fresh water, and laundry soap only being furnished.

In conclusion, as an officer detailed from the Marine Hospital Service by the President upon the staff of the Military Governor, as Chief Quarantine Officer for the Island of Cuba, I wish to testify to the uniform aid and assistance given to me by Governor-General Wood in trying and difficult situations, and his able and masterful grasp of affairs at all times, without which my task would not have been successfully accomplished.

My sincere thanks are also due to Col. Hugh L. Scott, AdjutantGeneral of the Department, and the other members of the staff for courtesies extended.

I have the honor to submit a report of the work of the Department of Charities of Cuba for the period from January 1, 1902, to the termination of the Military Government of Intervention, on May 20, 1902.

The report for the half year ending December 31, 1901 (which report was not completed and forwarded to your office until the 10th of April following), contains a full account, not only of the status of the Department at the end of the year, but an individual descriptive report of every charitable institution in the Island. repeat this information would make the present report very bulky, and would appear to be unnecessary, and accordingly only the changes that have occurred since the first of the year, together with the movement of inmates and financial statements, together with other points of interest, will be given in the case of individual institutions.

The following changes have occurred in the Central Board of Charities since January 1, 1902:

Dr. Magin Sagarra y Geneux was appointed delegate Central Board of Charities, Province of Santiago de Cuba, March 18, 1902, vice Leopoldo Ruiz Tamayo, resigned.

Mr. Jose Batista was appointed delegate Central Board of Charities, Province of Puerto Principe, on February 1, 1902, vice Salome M. Gonzales, resigned.

Dr. A. B. Zanetti, delegate for Province of Matanzas, was relieved from his appointment as Provincial delegate on May 18, 1902, by reason of change of residence, which took him outside of the Province of Matanzas.

The following changes have taken place in the Department:

Mr. M. R. Suarez, Assistant Superintendent, appointed Disbursing Officer for the Department on January 10, 1902. (2d End. C. F. 1902).

Dr. J. M. Pla appointed Commissioner of Insane, February 12, 1902 (C. O. 39, Dept. of Cuba).

Mr. G. T. Todd, to fill vacancy caused by resignation of Mr. William H. Morales, Inspector.

Dr. Rafael F. Echeverria, appointed Inspector, Department of Charities, on April 16, 1902 (Order 53, Dept. Charities, par. I), to fill vacancy caused by resignation of Mr. G. T. Todd, Inspector.

Major J. R. Kean, Surgeon, U. S. A., on May 10, 1902, in accordance with Section 5, Charity Law of 1900, turned over to the Central Board of Charities all powers exercised by him as Superintendent and became its Secretary.

Major J. R. Kean resigned his position as Secretary, to take effect May 15, 1902. Mr. Miguel R. Suarez, Assistant Superintendent, was elected Secretary of the Central Board of Charities in place of Major J. R. Kean, resigned. His salary was fixed by the Central Board at $3,060.00 per annum, which was approved by the Military Governor, May 10, 1902.

The work of the Department will be considered under the following headings: I. Destitute Children; II. Delinquent Children; III. The Insane; IV. Hospitals-General, Municipal and Leper; V. Training Schools for Nurses; VI. Private Charitable Institutions; VII. National Conference of Charities; VIII. Money and Property Accounts; IX. Résumé of Work of the Department since its Establishment; X. Appendices.
