The CHAIRMAN. This meeting is called to consider H. R. 10821, a bill to provide for the further development of vocational education in the several States and Territories, and for other purposes. I would like to ask the consent of the committee that this bill be inserted as part of the hearing for the information of the Members of the House. Mr. GLOVER. I move that that be done.

A BILL To provide for the further development of vocational education in the several States and Territories, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States in Congress assembled, That for the purpose of providing for the further development of vocational education in the several States and Territories there is hereby authorized to be appropriated for the fiscal year ending June 30, 1931, the sum of $1,000,000 and for each year thereafter, during a period of three years, a sum exceeding by $1,000,000 the sum appropriated for the preceding year. Such sums shall be allotted to the States and Territories in the proportion that their nonfarm population bears to the total nonfarm population of the United States and Territories, exclusive of insular possessions, according to the United States census last preceding the end of the fiscal year in which any such allotment is to be made: Provided, That the allotment of funds to any State or Territory shall not be less than a minimum of $10,000 for any fiscal year. There is hereby authorized to be appropriated for the fiscal year ending June 30, 1931, and annually thereafter for a period of three years, the sum of $110,000, or so much thereof as may be needed, which shall be used for the purpose of providing the minimum allotments to the States and Territories provided for in this section. SEC. 2. Such sums shall be expended by the States and Territories for the payment of salaries of teachers, supervisors, directors, and other members of the State or local professional staff who are engaged in the promotion, establishment, or conduct of instruction in trade, industrial, or commercial pursuits, including persons engaged in reasearch and foreman and apprentice training in such pursuits, and for the necessary traveling expenses of such directors and supervisors. SEC. 3. (a) Not less than one-fifth nor more than one-third of the sum annually allotted to any State or Territory shall be expended for the training of persons 116859-30- -2 1
