RECEIPTS AND EXPENDITURES.

The following table shows, in detail, the receipts from fees, etc., all of which were paid into the treasury monthly, and quarterly reports thereof made to the Governor and Council, as required by Revised Laws, chapter 5, section 1:

The total expenses for salaries and incidentals during the eleven months were $39,455.21, from which it appears that the amount of money turned into the treasury of the Commonwealth exceeded the office expenses by the sum of $53,270.21.

For reasons stated in my report covering the year 1905, I renew my recommendation that the appropriation for the salary of the cashier be increased from $1,200 to $1,500 per annum.

COMMISSIONS.

The number of commissions issued during the eleven months was 2,503, of which 359 were without fee, and 88 became void by reason of the failure of the appointees to take out the commissions or to qualify thereunder. The different classes were as follows:

CORPORATIONS.

The total number of certificates of incorporation issued during the eleven months was 1,475, or 66 less than during the year preceding. They are classified as follows:

The number of miscellaneous certificates filed and recorded was 5,718, an increase of 461 in eleven months, compared with the full calendar year of 1905. Of these, 3,733 were certificates of condition of Massachusetts corporations (under section 51, chapter 110 of the Revised Laws, and section 45, chapter 437, Acts of 1903); 1,198 were articles of organization of trading corporations (under chapter 437, Acts of 1903); 214 were certificates of religious, charitable and other organizations (under chapter 125 of the Revised Laws); 126 were certificates of issue of capital stock of trading corporations (under chapter 437, Acts of 1903); and the others were distributed among 29 different classes.

The number of miscellaneous certificates filed and not recorded was 2,049, of which 1,934 were certificates of condition of foreign corporations (under chapter 126 of the Revised Laws and section 66 of chapter 437, Acts of 1903), and the others were divided among 10 other classes.

There were issued 15 certificates of change of name of corporations (under chapter 109 of the Revised Laws).

Returns were received of the dissolution of 51 corporations by the supreme judicial and superior courts.

Under the act relating to the incorporation of clubs, 3 certificates of incorporation which had been issued to clubs were declared void, upon evidence that the premises of the clubs were used for illegal purposes; and charters were refused in

10 cases.

Details of all these statistics appear in the Abstract of Certificates of Corporations, published by this office (Public Document, No. 10).

Limited partnership certificates to the number of 51 were filed and recorded.

I renew my recommendation of last year for legislation regulating the practice of changing the locations of certain incorporated clubs from the city or town where they were established at the time a certificate of incorporation was issued from this office to another city or town in the Commonwealth, after the certificate is issued.

I renew also my recommendation of last year for legislation extending the power of revoking charters of clubs in cases where any person or persons have been convicted of promoting or conducting illegal boxing or sparring exhibitions on the premises of or under the auspices of such incorporated clubs.

The reasons for these recommendations were stated in my last annual report, to which I respectfully refer.

LABELS, TRADE-MARKS, ETC.

By chapter 72, section 7, Revised Laws, which relates to the adoption and registration of labels, trade-marks, stamps and forms of advertisement, the duty is placed upon the Secretary of the Commonwealth of receiving, filing and recording such labels, etc., and of issuing and recording certificates of record. Under this law, labels, trade-marks, stamps and forms of advertisement were received and certificates of record issued and recorded in 296 cases.

INSIGNIA OF SOCIETIES AND LABOR UNIONS.

Chapter 335, Acts of 1904, provides for the registration in this office of the insignia, ribbons, badges, rosettes, buttons and emblems of societies, associations and labor unions. The registrations received, which are 4 in number, have been included with the number of labels above given under section 7, chapter 72, Revised Laws.

MARKS AND DEVICES ON CANS, ETC.

By chapter 72, section 15, Revised Laws, which provides for the protection of owners of cans, bottles, boxes, siphons and fountains used in the sale of soda water, mineral and aerated

waters, ale, beer, ginger ale or similar beverages, it is made the duty of the Secretary of the Commonwealth to receive and file descriptions of marks, devices, etc.; and under this law 10 such descriptions were received and filed. Under section 19 of said chapter 72, Revised Laws, protecting dealers and consumers against the unlawful use and destruction of milk cans, jugs, bottles or jars, 37 descriptions of marks, devices, etc., were received and filed.

VITAL STATISTICS.

The returns of births and marriages from the various cities and towns for the year 1905 which were received in 1906 cover 75,022 births and 27,184 marriages, an increase, as compared with the returns of 1904, of 8 births and 1,191 marriages.

Under the provisions of an act of 1903, chapter 305, there were received from Jan. 1 to Nov. 30, 1906, 50,911 certified copies of records of deaths. This number includes duplicates and still-births, which are eliminated in the tables of the registration report (Public Document, No. 1).

The medical examiners' returns for 1905 cover 3,280 cases, —an increase of 342, as compared with the returns for 1904.

The returns by the clerks of the courts of the decrees of divorce for 1905 number 1,822, being a decrease of 362, as compared with the returns for 1904.

All of these figures are compiled and presented fully in the sixty-fourth registration report (Public Document, No. 1).

ARCHIVES DIVISION.

The number of visitors to the archives room during the eleven months was 2,864; the number of inquiries for military records, 595; the number of inquiries on historical and miscellaneous subjects, 41; number of certificates issued, 297; number of uncertified copies, 80. A small amount of remounting and rebinding has been done. Inquiries for military records of the Colonial and Revolutionary War periods show a consistent decline, as was to be expected when the official publication of the Revolutionary Records had reached such a stage that it could be freely consulted and cited in support of applications for membership in the various patriotic societies.
