bona fide purchaser or mortgagee of such real estate, shall, unless a mistake has occurred in the name of the owner or from a misdescription of the property, relieve and discharge such real estate from any tax or assessment, except such as is therein stated to be unpaid, which certificate shall, in all cases, be signed by the comptroller, but may be made either by him or by any clerk in his office whom he may designate for that purpose; provided, that such comptroller, when any Proviso. such certificate shall actually be made out by him, or such clerk, when any such certificate shall be made out by him, shall be responsible respectively to the city of Elizabeth for any loss occasioned by any erroneous certificate through the carelessness or negligence of such comptroller or clerk, but for no other cause.

2. CHAPTER CLVII.

A supplement to an act entitled "An act to incorporate the Chosen Freeholders in the respective counties of the state," approved April sixteenth, one thousand eight hundred and forty-six.

1. BE IT ENACTED by the Senate and General Assembly of the State of New Jersey, That section forty-three of the act to which this is a supplement, and sections one and two of the supplement to said act, approved April sixth, one thousand eight hundred and sixty-five, be so far amended as not to require the publications in the newspapers, required in said sections, in the county of Hudson; but in lieu thereof said board of chosen freeholders of the county of Hudson shall, within thirty days after the close of their fiscal year, cause the annual statement, required by said sections, to be published in pamphlet form, and that at least one thousand cop. to be pub-ies of such pamphlet be published for circulation, and depamphlet posited with the clerk of the county and county collector for free distribution, and one copy shall be filed in the clerk's office of the county of Hudson; and upon the depositing of said pamphlets with the clerk of the board of freeholders as aforesaid, the said clerk shall give notice of such depositing by advertising the fact shortly in two of the newspapers of the county of Hudson, for two weeks.
