EXPENSES.

The last statement of the Disbursing Officer previous to the transmittal to the printer of these closing sheets, exhibits the receipts and disbursements up to September 1st, 1898. It is as follows:

The expenditures specified above do not include the cost of printing the Condensed Report of the Commission (Volume I, Part I), nor the outlay required for office-rent and clerical services while the proof-sheets are undergoing revision, nor that to be incurred in the distribution of the ten thousand copies of the final report. These expenses are to be provided for out of the balance on hand.

CONCLUSION.

This summary would hardly be complete without the remark that Messrs. Hinton Rowan Helper and John Arthur Lynch have always evinced a great interest in an intercontinental railway, and at an early date wrote and spoke in favor of such an enterprise.

The Executive Committee desires to express its acknowledgments for the faithful work performed by all the officers and employés of the Commission, and extends its thanks to Lieut. Com. R. M. G. Brown, U. S. Navy, Executive and Disbursing Officer; Capt. E. Z. Steever, U. S. Army, Secretary and Engineer; Capt. M. M. Macomb, U. S. Army, Engineer in Charge of Corps No. 1; Mr. William F. ADDENDUM.

ADDITIONAL PROCEEDINGS OF THE EXECUTIVE COMMITTEE.

SEVENTH AND FINAL MEETING.

Upon the call of the Chairman, a meeting of the Executive Committee of the Intercontinental Railway Commission was held at the office of the President, 26 South 15th street, Philadelphia, Pa., on Monday, October 10, 1898, at 11.30 A. M., the following members being represented:—

Mr. A. J. Cassatt, of the United States, Chairman.

Mr. L. L. Buck, of Ecuador.

Mr. John Stewart, of Paraguay.

Captain E. Z. Steever, U. S. Army, Secretary of the Commission.

Absent:

Mr. C. F. Párraga, of Colombia (in Mexico).

Mr. Luis J. Blanco, of Venezuela (whereabouts unknown).

The Minutes of the previous meeting having been printed and the same being before the Committee, their reading was dispensed with. The Chairman announced that the first business was the consideration of the Executive Committee's report, which had been prepared under his direction by the Secretary. This report was duly examined, and after proper consideration, upon motion of Mr. Buck, a resolution to accept and adopt the aforesaid report was unanimously carried.

The Chairman then stated that the estimated cost of completing the printing of the report, with its accompanying maps and profiles, and its distribution, would require more money than the Commission now had in hand, and that the difference would be between two and three thousand dollars.

The next question considered was that of the distribution of the reports. After considerable discussion and the submittal of several propositions, it was finally unanimously decided:

First. That out of the total number of reports available 20 copies should be set aside for delivery to the state departments of each of the various countries interested in the Intercontinental Railway, for such distribution as the repre
