5. The 1987 Agricultural Credit Act needs monitoring and evaluation to ensure that implementation follows the intent of this legislation.

6. In today's world of legal jargon, it would be refreshing to have legislation written in the common person's language instead of advising us to seek legal assistance in reading the text as was suggested in the 1987 Credit Act regulations.

Proven Yields My opinion on the proven yield is that you should be able to go back at least the previous years 1986, 1987, 1988 along with 1989 * 1990. Otherwise it will take 5 years for us to realize any benefits.
