A bill prescribing the manner of filling vacancies in certain State offices,

Was taken from the table and referred to committe of the whole Mr. Riley, by unanimous consent, introduced

A bill to amend section 19 of chapter 172 of the revised statutes of 1846.

And the same was read twice and laid on the table.

THIRD READING OF BILLS.

A bill to amend section 1 of an act entitled an act to provide for publishing the reports of State officers for the year 1852, and every second year thereafter, approved April 8, 1851,

Was read a third time and passed by the following vote, being a majority of all the Senators elect:

The Senate having arrived thereto, went into committee of the whole thereon,

Senator Harvie in the chair.

After some time spent thereon, the committee rose and through their chairman reported back without amendment,

A bill prescribing the manner of filling vacancies in certain State offices.

Also, with amendment in which the concurrence of the Senate was asked,

A bill making appropriations for the salaries of State officers for the years eighteen hundred and fifty-one and eighteen hundred and fifty-two.

And from both which the committee asked to be discharged.

The report was accepted and the committee discharged.

The first named bill was laid on the table.

The amendments to the second named bill, as follows, were con.eurred in:

Insert in line 13, section 1, after the word "dollars," the words for the salary of the State Librarian, five hundred dollars."

Insert in line 14, section 2, after the word "dollars," "for the salary of the State Librarian, five hundred dollars.".

Mr. Harvie moved to amend by striking out "eight hundred," as salary of Superintendent of Public Instruction, and inserting "one thousand."

Pending which,

On motion of Mr. Le Roy,

The bill was laid on the table.

Mr. Isbell, from the committee on roads and bridges, by consent, reported

A bill declaratory of the number of commissioners of highways required by existing law.

The same was read twice and,

On motion of Mr. Thomas,

Laid on the table and ordered printed.

Mr. Barber moved a reconsideration of the last vote.

Which prevailed.

The question recurring upon motion to lay on table and print, the same prevailed.

The President announced the following message:

To the President of the Senate:

HOUSE OF REPRESENTATIVES,

Lansing, June 14, 1851.

SIR-I am instructed by the House of Representatives to transmit to the Senate,

A bill to divide the State into Congressional districts.

And to inform the Senate that the House have passed the same, and respectfully ask the concurrence of the Senate therein.

The bill was read twice and referred to committee on State affairs.

The Senate then adjourned.

Roll called; present, Senators Axford, Barber, Beach, Bowne, Case, Copeland, Danforth, Dort, Harvie, Hayden, Isbell, Kibbee Le Roy, Mead, Riley, Shoemaker, Sturgis and Thomas-18.

The journal of Saturday was read and approved.

REPORTS OF STANDING COMMITTEES.

Mr. Dort, from the committee on State affairs, to whom was referred that portion of the Governor's message, reported a bill to amend chapter 41 of the revised statutes of 1846, "Of taverns and other licensed houses," and asked to be discharged from the further consideration of the subject.

The report was accepted, the committee discharged, the bill read twice, laid on the table and ordered printed.

Also reported back House bill to divide the State into Congressional districts, without any recommendation, and asked to be discharged therefrom.

The report was accepted, the committee discharged and the bill referred to the committee of the whole.

MOTIONS, RESOLUTIONS AND NOTICES.

On motion of Mr. Mead,

A bill to amend sections three and fifteen of chapter fifteen of the revised statutes of 1846, in relation to vacancies in office, no i Was taken from the table and referred to the committee of the whole.

On motion of Mr. Isbell,

A bill declaratory of the number of commissioners of highways required by existing law,

Was taken from the table.

Mr. Riley offered the following amendment thereto, being a substitute for the first section:

Strike out all of the first section, after enacting clause, and insert: "That there shall be elected on the first Monday of April, 1852, in each organized township, one commissioner of highways, whose term of office shall continue for or one e year, and his powers and duies shall be the same as are now provided by law, so far as the same

are applicable; and there shall be but one commissioner of highways in each township subsequently to said election."

Pending which,

Mr. Harvie moved to indefinitely postpone the further consideration of the whole subject.

But the motion did not prevail.

The question recurring upon the amendment offered by Mr. Riley, Mr. Isbell offered the following as a substitute therefor:

Strike out all of first section, after the enacting clause, and insert: "It is hereby declared, that all the provisions of law regulating the number, election, powers and duties of commissioners of highways, are continued in force by section 8 of the schedule of the constitution."

And the same was adopted by the following vote:

The amendment as amended prevailed; when

Mr. Thomas moved to recommit the bill to the committee on roads and bridges with instructions to report a bill in compliance with section 1, article 11 of the revised constitution in relation to the office of commissioner of highways.

But the same did not prevail, as follows:

Mr. Shoemaker moved to recommit the bill to the committee on Roads and Bridges with instructions to insert after "commissioners of highways," the words "and other township officers," and the same prevailed, as follows:

The bill was accordingly recommitted.

Mr. Isbell from the committee on roads and bridges immediately reported the bill back amended pursuant to instructions, and asked to be discharged.

The report was accepted and the committee discharged; pending the question upon concurrence in the amendment,

Mr. Dort moved a call of the Senate, which was ordered.

Roll called, and Senators were all present, except Senators Chris-" tiancy and Dickey, absent on leave, and Senators Beach, Copeland and Harvie, absent without leave.

The Sergeant-at-Arms was directed to procure the attendance of the absentees without leave.

The absentees soon being reported in their seats, all further proceedings under the call were, on motion, dispensed with.

The question being upon concurring in the amendment made by the committee pursuant to instructions,

On motion of Mr. Axford,

The bill was laid on the table.

The President announced the following message:
