Lee D. Latimer, being duly sworn, deposes and says that the Lee D. Latimer Co. are the agents for an apartment on the third floor of No. 1307 L Street NW., Washington, D. C., leased for the term of 15 months from the 15th of July, 1924, at $65 per month, and that the landlord instructed the Lee D. Latimer Co. that beginning from January 15, 1925, they were to accept rent at the rate of $60 per month, and that rent has been paid from January 15, 1925, at that rate. The said Lee D. Latimer further states that said reduction is made without any request from the tenant, Nanie E. Craft.

RENT COMMISSION IN THE DISTRICT OF COLUMBIA

The joint subcommittee met pursuant to adjournment at 8 o'clock p. m.

Present: Senators Ball (chairman) and Jones, and Representatives Lambert, Stalker, and Hammer.

The CHAIRMAN. The committee will come to order.

I have a number of papers here to be incorporated in the record. Nothing is incorporated except statements sworn to.

Here is a statement from the real estate department of the Fidelity Storage Co. respecting certain reductions in rentals of apartments. (The statement in question is appended hereto as Exhibit A.) This is a statement by Kennedy Bros. Co. containing certain information as to reductions in rentals of property owned by them. (The statement in question is printed as Exhibit B.)

Next we have a number of statements from those who are in favor of the proposed legislation.

(The statements in question are printed as Exhibit C.)

Then follow statements from those opposed to the proposed legislation.

(The statements in question are printed as Exhibit D.)

Then there is a statement by the chief deputy marshal as to the number of restitutions issued out of the municipal court of the District of Columbia from April 1, 1924, to December 31, 1924. (The statement in question is printed as Exhibit E.)

Then we have a letter together with a memorandum of authorities from Mr. Roger J. Whiteford as to the question of constitutionality. That goes in the record.

There are certain decisions rendered by the Department of Justice having reference to the constitutionality of this question. Miss Piser informs me she did not bring them over, but we will put them in the record, too.

And the chairman of the Rent Commission has forwarded to Representative Hammer a statement by the assistant attorney of that commission of the landlord and tenant suits in the municipal court between September 15, 1924, and January 10, 1925, which will be entered into the record.
