Whereas, in the case of certain
types of motor street cars, specially
those of the 1100 and 1200 type,
frost accumulates on the front win-
dows in the motorman's vestibule
and thereby impedes the safe opera-
tion of the car and tends to increase
the number of accidents; now, there-
fore

Be it resolved by the council of
the city of Cleveland: That the city
street railroad commissioner take up
with The Cleveland Railway Com-
pany the question of providing some
means of preventing the unusual ac-
cumulation of frost on windows of
the motorman's vestibule on certain
types of motor cars.

NEW RESOLUTIONS ADOPTED

Whereas, the Cleveland Telephone
Company has recently filed its ap-
plication with the state public util-
ities commission requesting an in-
crease in its present rates for serv-
ice and also permission to adopt a
so-called measured charge for tele-
phone use; and

Whereas, said company alleges
that its demand for an increase in
rates is made necessary because of
increased cost of operation and
present insufficient financial
turns; and

Whereas, said Cleveland Tele-
phone Company has expressed its
willingness to give all pertinent and
available data and information con-
cerning its operations to this coun-
cil: and

Whereas, such increased rates can
only be justified and accepted by
this council after the establishment

of the company's contention before
the people of the city of Cleveland;
now, therefore

Be it resolved, that the Cleveland
Telephone Company be and it is
hereby requested to present its ap-
plication for an increase of rates
before the council of the city of
Cleveland together with all facts,
information and
arguments sub-
stantiating its request in order that
this council together with the pa-
trons of said company have an op-
portunity to consider the facts con-
nected with said proposed increase
in telephone rates.

Be it further resolved, that the
Cleveland Telephone Company be
and it is hereby requested to join
with the city of Cleveland in an ap-
plication to the public utilities com-
mission to suspend approval of said
company's new rate schedule until
said city of Cleveland and the tele-
phone company have concluded their
negotiations.

Whereas, The Cleveland Tele-
phone Company has asked the pub-
lic utilities commission of Ohio for
permission to raise its telephone

rates in the city of Cleveland; and
Whereas, the public utilities com-
mission has made a ruling that a
municipality can not, as such, enter

a

protest against such raising of
rates; and

Whereas, this municipality, is the
largest telephone subscriber, with
more telephone exchanges, than any
other individual
or corporation

within this city; now, therefore

Be it resolved by the council of
the city of Cleveland, Ohio, both as
individual members and
as repre-
senting the individual telephone
users of Cleveland, do hereby pro-
test against the raising of telephone
rates within the city, and do further
protest to the public utilities com-
mission of Ohio against their ruling
that the city of Cleveland can not,
through its law department, be
heard to protest before said com-
mission; and

Be it further resolved that the
governor of Ohio be implored to in-
tercede in behalf of the city of
Cleveland

to require said public
utilities commission to permit this
city to file a protest, furnish proof,
and be heard against such raising
of rates; and

The city clerk of Cleveland is
hereby directed to send a certified
copy of this resolution to the gov-
ernor of Ohio and to the said public
utilities commission of Ohio.

Resolved, by the council of the
city of Cleveland, state of Ohio:
That resolution No. 40926, authoriz-
ing the board of county commis-
sioners of the county of Cuyahoga,
to improve Euclid ave., within the
city of Cleveland from eighty-seven
(87) feet east of E. 116th st. to the
easterly city limits, by grading,
draining, curbing and repaving the
same with stone block, wood block,
paving brick or sheet asphalt, all
on a concrete foundation; also reso-
lution No. 41144 to grade, drain,
curb, repave and improve Euclid
ave. from eighty-seven
feet

east of E. 116th st. to the easterly
city limits, be and the same are
hereby repealed.
